Specifically, the Ministry of Industry and Trade requested EVN to develop a roadmap and propose electricity customers to apply the two-component electricity price.
Based on the proposal on the mechanism and selection of customers to apply the two-component electricity price, carry out counter-calculations and compare the application of the two-component electricity price with the application of the electricity price according to the current electricity price list, stipulated in Decision No. 249 dated November 8, 2023 of the Ministry of Industry and Trade regulating the electricity price.
In addition, EVN is also required to organize communication and collect public opinions on the proposed mechanism and roadmap for applying the two-component electricity price. At the same time, research and evaluate the impact on the implementation of the average retail electricity price as well as the impact on groups of electricity users when applying the two-component electricity price mechanism.

EVN reports the summary and proposes a two-component electricity price mechanism after the calculation and comparison stage, sends it to the Ministry of Industry and Trade for research, and submits it to the Prime Minister for consideration and decision.
Consulting some energy experts shows that the application of 2-component electricity price is applied by many countries in the world. The purpose is to help improve economic efficiency from the allocation and reasonable use of resources.
Dr. Nguyen Dao, Ton Duc Thang University, said that applying the additional power price component will encourage customers to use electricity efficiently, contributing to improving the electricity load factor and saving electricity bills. For example, for a long time, many factories have used motors, registered high capacity but the amount of electricity used is low, not commensurate. Therefore, the large power loss is not compensated, the electricity industry has to bear it, has to invest in power sources, expand the power grid, build electricity poles... Therefore, in many places such as Korea, which do not apply the two-component electricity, the electricity price for factories is twice as expensive as household electricity because the rotating motor consumes more capacity. Thus, applying the two-component electricity price including the power price and the electricity price brings benefits to both customers and ensures the recovery of investment costs of the electricity industry.
