Ministry of Education and Training has just issued an official dispatch guiding the implementation of general education tasks for the 2025-2026 school year.
In particular, localities are required to direct general education institutions to develop and organize the implementation of school education plans to ensure that they are suitable for the teaching staff, facilities, and existing teaching equipment; organize teaching of subjects and educational activities to comprehensively develop students' qualities, abilities, physical fitness, aesthetics, and life skills.

The Ministry of Education and Training also requires localities to calculate many synchronous solutions to overcome the shortage of teachers, such as signing teaching contracts, implementing mobilization, secondment, transfer, and inter-school teaching arrangements; not allowing the arrangement and reorganization of the apparatus to disrupt or cause a shortage of teachers, affecting the quality of education.
Ensure enough teachers to organize teaching of all subjects according to the general education program; overcome the situation of arranging and using teachers who are not suitable for their training majors.
At the same time, build a mechanism to mobilize highly qualified human resources, including artisans, artists, professional athletes, and foreign volunteers to participate in organizing educational activities in schools, especially in the fields of culture, arts, sports , and life skills.
Instruct teachers to proactively review and adjust language materials in lessons, topics, and practice materials in textbooks to suit local realities, especially in the context of administrative boundary arrangement and implementation of two-level local government.
Proactively select appropriate content and topics from approved local educational materials, organize adjustments, integration and flexible use according to the cultural, social and geographical characteristics of the new administrative unit after the arrangement.
Educational institutions need to form appropriate professional clusters; gradually improve the quality of teachers, especially foreign language teachers, teachers of integrated education programs, especially English, in order to make English the second language in schools.
