Over the past years, the Party Committee, the Hanoi Capital Command, the Steering Committee of the Emulation Movement "Good Financial Management Unit" and the Party Committees and commanders of agencies and units have regularly disseminated and effectively implemented resolutions, regulations and directives of the Central Military Commission, the Ministry of National Defense and Hanoi City on financial tasks.

Financial agencies at all levels under the Hanoi Capital Command performed well the functions and tasks of the standing agency, helping the Steering Committee of the emulation movement inspect and urge agencies and units to implement well the 10 standards of good financial management units. The financial sector of the Hanoi Capital Command promoted its advisory role to the Party Committee and commanders in promulgating, disseminating and thoroughly implementing documents on financial work; ensuring that funding sources are used for the right purposes, effectively, and preventing loss and waste in spending.

Party committees and commanders at all levels always attach importance to the quality of annual and periodical budget estimates; appropriate budget allocation ratio, timely and reasonable budget estimate adjustment; good implementation of budget expenditure control, ensuring expenditure contents are in accordance with approved estimates; strictly comply with regulations on bidding and price appraisal; spending documents and vouchers ensure legality; management of capital investment for basic construction is carried out in accordance with regulations; settlement of funding sources is honest, accurate, and in accordance with the assigned budget estimate content; compliance with regulations on financial and asset transparency.

In addition, the financial sector of the Hanoi Capital Command ensures adequate funding according to spending norms for the following tasks: Military recruitment, competitions, sports, training, drills, natural disaster prevention and control, logistics standards, policies and regimes for cadres, employees, soldiers, regimes for reserve forces, militia and self-defense forces; funding for basic construction investment, preservation, repair, maintenance and upgrading of weapons and equipment; funding for disease prevention and control and assigned emergency tasks.
