Can Tho: Project to upgrade 7km of National Highway 91 has an estimated surplus of more than 3,000 billion VND

Chairman of Can Tho City People's Committee Tran Van Lau proposed the Prime Minister to allow the city to establish a resettlement project worth more than 3,000 billion VND from the surplus of the project to upgrade and expand 7km of National Highway 91.

On July 13, in Can Tho City, Prime Minister Pham Minh Chinh chaired a conference on the implementation of the two-level local government model; the progress of key transport projects; and the sustainable development project of 1 million hectares of specialized rice in the Mekong Delta.

At the meeting, Chairman of Can Tho City People's Committee Tran Van Lau said: The project to upgrade and expand National Highway 91 has a total investment of more than 7,237 billion VND. Of which, the construction cost is 1,302 billion VND, the compensation and resettlement support cost is 5,556 billion VND. However, the actual total compensation and resettlement support cost is only 2,400 billion VND. Thus, the remaining and excess compensation cost is 3,156 billion VND.

The reason for the difference of more than 3,000 billion VND, as stated by the Chairman of Can Tho City People's Committee, is because "the time of making the project estimate was not accurate".

With more than 3,156 billion VND in surplus, Chairman of Can Tho City People's Committee Tran Van Lau proposed that the Prime Minister allow the city to establish new projects, typically investing in resettlement areas. The reason is that the city currently has many key projects, affecting many households eligible for resettlement, but the city has not yet ensured. In addition, the Government can allow the city to establish projects that are a driving force for the development of Can Tho City.

The project to upgrade and expand 7km of National Highway 91 (section km 0 - km 7) was approved by the People's Committee of Can Tho City (old) in July 2024, with a total investment of more than 7,200 billion VND from the central and local budgets. The project implementation period is from 2023-2027.

Since 2008, the old Ministry of Transport has handed over to the People's Committee of Can Tho City (old) the management of the above 7km of National Highway 91, currently named Cach Mang Thang Tam and Le Hong Phong streets. After many unfinished implementations and temporary suspensions, up to now, after more than 15 years, the project to upgrade and expand 7km of National Highway 91 has not been able to start.
