On the afternoon of March 17, the Ministry of Industry and Trade held a conference to transfer the Market Management Department from the Ministry of Industry and Trade to the People's Committees of provinces and cities.
Mr. Tran Huu Linh - Director of the Department of Domestic Market Management and Development - said that up to now, 62/63 provinces and cities nationwide have signed the transfer.
Minister of Industry and Trade Nguyen Hong Dien said the force has also affirmed its important role in contributing to stabilizing the market and protecting domestic production and consumption.
However, the minister said that market management and local market management forces still have limitations that need to be improved and lessons learned to perform assigned functions and tasks in the new period.
Especially the innovation, arrangement, and consolidation of a streamlined, effective and efficient organizational structure , combined with the restructuring of staff, to meet the new situation.
The termination of the organizational model of the General Department of Market Management and the transfer of market management departments to the People's Committees of provinces and cities for management aims to enhance proactiveness, flexibility, closely grasp the market situation, and be able to respond more quickly and effectively to local market fluctuations.
With the functions and tasks of the Ministry of Industry and Trade, the Government continues to assign the task of state management of market management, inspection, control, anti-smuggling, trade fraud, counterfeit goods and consumer rights protection. Therefore, this transfer does not change the core tasks of the market management force but only changes the operating model.
Therefore, in order for the force to perform its role well in the new situation, Mr. Dien requested that units continue to closely coordinate with the Ministry of Industry and Trade in advising, promulgating or amending and supplementing legal regulations and policy mechanisms.
Focus on handling issues related to the handover of financial management, budget, public assets and the transfer of public investment project management from the force to local management. Quickly complete the organizational structure and personnel work so that market management departments can stabilize their apparatus and not be affected or interrupted in their market inspection and control work.
