On the afternoon of June 23, Prime Minister Pham Minh Chinh chaired a national online conference to review the work in the first 6 months of 2025 and summarize the peak period of the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
Attending the conference were Deputy Prime Minister Bui Thanh Son - Head of National Steering Committee 389; leaders of ministries, departments, branches, central agencies and provinces and cities.

In the first months of the year, ministries, branches and localities have done a good job of leading, directing and thoroughly grasping, requiring units and forces to implement directive documents of the Government, Prime Minister, National Steering Committee 389 on anti-smuggling, trade fraud and counterfeit goods; proactively developing plans to combat smuggling, trade fraud and counterfeit goods.

Thereby, units and localities have discovered, fought and destroyed many organizations, lines and subjects of smuggling, trade fraud, illegal transportation of goods, prohibited goods, production and trading of counterfeit goods, goods of unknown origin, and infringement of intellectual property rights on a large scale; contributing to protecting the legitimate and legal rights and interests of people and businesses, protecting security and health safety for people.
Especially during the peak month from May 15 to June 15, the forces simultaneously launched operations, continuously handling many serious cases, especially the production and trade of counterfeit goods such as: milk, medicine, food, medical equipment; trading in goods with signs of counterfeiting famous brands...

In the first 6 months of 2025, units and localities arrested and handled more than 50,000 cases of smuggling, trade fraud, counterfeit goods, and tax fraud; collected more than 6,500 billion VND for the State budget; prosecuted nearly 1,900 criminal cases with over 3,200 defendants.
In the peak month alone, units and localities arrested and handled more than 10,400 cases of smuggling, trade fraud and counterfeit goods (an increase of 80.51% compared to the previous peak month); collected nearly 1,300 billion VND for the State budget (an increase of 258.43% compared to the previous peak month); temporarily seized goods and exhibits worth an estimated over 4,075 billion VND (not including the temporarily seized goods of drugs, banned goods and counterfeit goods); prosecuted more than 200 cases with 378 defendants.
In Ha Tinh, in the first 6 months of the year, functional forces in the province arrested and handled 349 cases, with an estimated value of infringing goods of 6.4 billion VND; administratively sanctioned 842 cases, with a total value of administrative fines, additional fines, and tax arrears of 27 billion VND; and criminally prosecuted 72 cases/101 subjects.
In the peak month alone, 60 cases were arrested and handled, with an estimated value of infringing goods of 2.7 billion VND; 130 administrative violations were handled, with a total value of administrative violations, additional fines, and tax arrears of 3.5 billion VND; 9 criminal cases/13 defendants were handled.

At the conference, delegates focused on discussing, clarifying limitations and difficulties and proposing solutions to further improve the effectiveness of the fight against smuggling, trade fraud, counterfeit goods and intellectual property violations.
Concluding the conference, Prime Minister Pham Minh Chinh commended the achievements of the forces in the fight against trade fraud and counterfeit goods in recent times.

Continue to firmly prevent, combat, repel, and eliminate smuggling, trade fraud, counterfeit goods, and goods that infringe intellectual property rights. Strengthen inspection and supervision, promptly detect, and strictly handle violations; especially fight uncompromisingly against those who produce and trade in counterfeit goods related to counterfeit drugs and counterfeit foods.
Focus on perfecting institutions; have strong enough sanctions to deter violators. Promote the responsibility of all levels, sectors and enterprises; mobilize the entire political system to participate in the fight against commercial fraud. Strengthen propaganda, dissemination and education of law, raise awareness among cadres, party members and people; strictly manage, do not allow false advertising.
Emphasizing that the fight against counterfeit goods, smuggling, and trade fraud is an especially important task, directly related to people's health and lives, the Prime Minister requested that agencies, units, and localities must carry out this task regularly, continuously, and long-term, without any forbidden areas.
