According to the report of the Department of Health , the Department of Health is currently managing 18 medical centers (including 10 multi-functional medical centers and 8 single-functional medical centers); the whole province has 406 medical stations managed by the People's Committees at the commune level. The Department of Health has drafted a plan to reorganize 10 multi-functional medical centers into 10 general hospitals, transferring functions, tasks, and human resources for prevention, population, and food safety to medical stations (according to the old district level). For the 8 single-functional medical centers, there are 2 options: Either convert them into 8 commune and ward medical stations located in the commune or ward; or dissolve, end operations, transfer human resources, facilities, equipment, and chemicals to medical stations according to the old district level.
For health stations, after the Ministry of Health issued a circular guiding the functions, tasks, powers and organizational structure of commune-level health stations, the People's Committees of communes and wards in the province established health stations in the area. The Department of Health also proposed a plan to arrange new leaders of commune and ward health stations.
At the meeting, delegates focused on discussing and giving opinions on the arrangement of medical centers and medical stations to ensure efficiency and well perform the task of taking care of people's health.
Concluding the working session, Vice Chairman of the Provincial People's Committee Pham Van Nghiem basically agreed with the content of the draft prepared by the Department of Health. At the same time, the Department of Health and the Department of Home Affairs were assigned to coordinate in developing a process to convert the current 406 commune-level health stations into 104 health stations according to the administrative units of communes and wards and have station points; the process of appointing station heads and deputy station heads; arranging qualified staff to work as civil servants in the health sector in communes and wards; the Department of Health agreed with the communes and wards to choose the location of health stations and suitable station points. The Department of Health and the Provincial Social Insurance coordinated to agree on a plan to sign health insurance examination and treatment contracts between the Social Insurance and the health stations. Arrange district health centers in the direction of converting 10 multi-functional health centers into general hospitals; dissolve 8 single-functional health centers.
The Vice Chairman of the Provincial People's Committee requested that these contents must be completed by August 2025.
