The Prime Minister expressed his joy at joining in the exciting atmosphere of the whole country towards the 80th anniversary of National Day, Party Congresses at all levels towards the 14th National Party Congress to attend the 1st Tay Ho Ward Party Congress for the 2025-2030 term.
The Prime Minister pointed out that recently, the whole country has been carrying out a revolution in organizational apparatus, which is difficult and sensitive, affecting the interests, activities and work of cadres and party members. However, our Party has no other goal than the greatest goal of bringing independence and freedom to the nation, bringing a prosperous and happy life to the people. Whatever the people support and agree with, we must do well; the process of doing must always be innovative in thinking and decisive in action; "whatever is beneficial to the people and the country, we must do"; resources come from thinking, motivation comes from innovation, strength comes from the people, the people make history. Therefore, we must inherit and promote this, bringing benefits to the people.
The Prime Minister assessed that Hanoi city is very exemplary, leading in many aspects of work, especially in the work of arranging and organizing the apparatus.
Emphasizing that the Tay Ho Ward Party Congress took place after 1 month of implementing the operation of the 2-level local government, the Prime Minister assessed that Tay Ho Ward has many distinct potentials, outstanding opportunities, and competitive advantages, for example, the advantage of West Lake, and that the exploitation of these advantages must be worthy of the gifts of nature because there are many historical, cultural, and spiritual relics also converging in the West Lake area; diverse and rich population, relatively well-connected infrastructure; science and technology are leading, tourism services are developing, taking the lead in Party building work, having a long-term vision, looking far and wide, thinking deeply, doing big, and having aspirations for development.
The entire political system of Tay Ho ward has strived to achieve and exceed the main targets set out in the previous term. The key tasks and breakthroughs have been focused on and directed resolutely and effectively; in which some outstanding results are: the work of building a clean and strong Party and political system in all aspects has been focused on, implemented resolutely, methodically and with many innovations. The effectiveness and efficiency of urban government management has been improved, strongly innovated, promptly resolving urgent problems of the people in the area.
The activities of the Fatherland Front and socio-political organizations are increasingly practical, close to the people. The economy maintains stable growth momentum, shifting in the right direction. Effectively implementing projects to exploit the potential and advantages of economic development associated with promoting the value of historical-cultural relics and traditional craft villages. Administrative reform and digital transformation are implemented synchronously and effectively, with clear changes and are one of the two breakthroughs of the 2020-2025 term.
Urban planning, land management, and environmental protection have been strengthened; the urban appearance has become increasingly civilized and modern. Technical infrastructure and social infrastructure continue to be invested synchronously; many key projects have been implemented, creating long-term development momentum. The cultural and social fields have many positive changes, people's lives have been increasingly improved; national defense and security have been maintained; social order and safety have been ensured.
In particular, the cultural industry has initially developed well. With the spirit of solidarity, unanimity, high determination, great efforts, drastic and effective actions, the operation of the 2-level local government model in Tay Ho ward has been smooth, streamlined, and timely serving and meeting the needs of the people.
On behalf of the Party and State leaders, the Prime Minister warmly congratulated and commended the efforts of the Party Committee, government and people of Tay Ho ward. The above results are very remarkable, creating a clear change in all areas of social life, improving the material and spiritual life of the people in the area, contributing positively to the common achievements of the capital Hanoi and the country.
The Prime Minister highly appreciated the frank and open-minded spirit of the Ward Party Executive Committee, which pointed out the shortcomings, limitations and causes in the leadership and direction of the past term as stated in the Political Report. These will be the focuses for the Party Committee to learn from experience and propose drastic solutions, determined to overcome in the coming term.
The Prime Minister stated that this term is extremely difficult and challenging, including the Covid-19 pandemic; wars and conflicts in Europe causing disruptions in supply chains and production chains; competition between major countries and economies; extreme and unpredictable climate change, severe natural disasters, etc., which have had significant impacts on the country.
Therefore, the Prime Minister requested the Tay Ho Ward Party Committee in the new term to accelerate, break through, be faster and bolder; identify more difficulties and challenges than opportunities and advantages, so the mindset must be clear, prepare the mind and spirit, not panic or fear; have high determination, great effort, act decisively, have focus, finish each task, thinking must be more innovative, not spread out; the achievements of this term must be higher than the previous term, next year must be higher than the previous year.
The Prime Minister emphasized the Party's five leadership principles: implementing democratic centralism well to mobilize intellectual strength within the Party and among the people; self-criticism and criticism, "self-examination, self-correction", strengthening supervision and inspection; solidarity and unity; closely connecting with the people, considering the work of the people as one's own work, respecting the people, being close to the people, promoting the strength of the people and enterprises; living and working according to the Constitution and the law. The Prime Minister requested the Tay Ho Ward Party Committee to well implement the guidelines for the next term set forth by the Ward Party Congress; doing well in ideological work, each Party member is a propagandist; strengthening supervision and inspection; following the example of "Party members go first, the country follows".
Regarding specific tasks, the Prime Minister emphasized that the Tay Ho Ward Party Committee needs to focus and proactively review the work, ensuring the smooth, continuous, uninterrupted operation of the two-level local government, without affecting the lives, production and business activities of people and enterprises. Promote digital infrastructure, digital citizens and Tay Ho Ward must take the lead in this. Build a long-term strategy for socio-economic development, effectively exploit the potential differences, outstanding opportunities, and competitive advantages; transform the basic state from a passive, managerial administration to a proactive, creative administration serving the people.
In terms of style, the organization must change its thinking, way of doing, way of thinking, and way of organizing and implementing better, only then can the situation be turned around. Tay Ho Ward must also determine double-digit growth for Hanoi to grow double-digit. There must be a planning orientation and a long-term vision for infrastructure development. Planning must be one step ahead, from which infrastructure can be created, from which resources can be attracted, science and technology promoted, innovation, from which resources can be created to implement social security.

Do a good job of Party building, improve the leadership capacity, fighting strength of Party organizations and the quality of cadres and Party members; concretize the Party's 5 leadership methods suitable to the situation of Tay Ho ward. Tay Ho ward continues to contribute opinions to the documents of the 14th National Party Congress.
The Prime Minister emphasized that the 2025-2030 period is a period of special historical significance for the country, requiring acceleration, breakthroughs, focusing on science and technology, innovation, digital transformation, requiring new thinking. The Prime Minister hopes that with the spirit of "Solidarity-Democracy-Discipline-Breakthrough-Development", Tay Ho ward will turn the Congress spirit into a new momentum, a new driving force, contributing to the common achievements of the Hanoi Party Committee, taking the lead in all fields, confidently entering a new era, an era of striving to develop wealth, civilization and prosperity of the nation.
* The Congress elected the Tay Ho Ward Party Executive Committee for the 2025-2030 term, consisting of 23 comrades. Comrade Nguyen Dinh Khuyen, Party Secretary and Chairman of the Tay Ho Ward People's Council, was elected by the Party Executive Committee as Secretary of the Tay Ho Ward Party Committee for the 2025-2030 term.
