On August 4, 2025, the Prime Minister signed Official Dispatch No. 127/CD-TTg on focusing on completing the reduction and simplification of administrative procedures and business conditions according to the tasks assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government. In the past time, the agencies and units under the Ministry have made efforts to implement Resolution No. 66/NQ-CP, complying with the set goals and tasks, in which the most outstanding result is that the Prime Minister approved the Plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Culture, Sports and Tourism in 2025 in Decision No. 1616/QD-TTg dated July 28, 2025.
In order to ensure the goal of implementing administrative procedures smoothly, effectively, and without interruption according to the direction of the Prime Minister in Official Dispatch No. 127/CD-TTg, the Ministry of Culture, Sports and Tourism requests heads of agencies and units to focus on and immediately implement the following contents:

To support localities in the initial stage of receiving decentralized tasks, ensuring smooth, effective implementation without any bottlenecks, the Ministry of Culture, Sports and Tourism requests the Department of Press, the Department of Radio, Television and Electronic Information, the Department of Publishing, Printing and Distribution, the Department of Grassroots Culture, Family and Library to review and transfer all records, information, old data warehouses (or provide data mining methods) related to newly decentralized administrative procedures to localities, ensuring that localities have enough data for processing. There are written instructions or training (note the effective application of online forms, artificial intelligence applications), inspection, supervision, and support for localities to implement the settlement of administrative procedures decentralized from the Central Government according to Decision No. 2069/QD-BVHTTDL dated June 19, 2025. The deadline for completion is before August 15, 2025.
Review and amend regulations that are not suitable for the implementation of administrative procedures regardless of administrative boundaries within the provincial level. Units under the Ministry with administrative procedures need to review administrative procedures that require people and businesses to perform at their place of residence or headquarters or the place where the results of the initial settlement of administrative procedures are issued. Advise, develop and issue detailed and unified guidance documents nationwide on new business processes after the administrative unit arrangement. Deadline for completion is before August 30, 2025.
In addition, the Center for Digital Transformation of Culture, Sports and Tourism, the Department of Cultural Heritage, the Department of Copyright, the Department of Press, the Department of Vietnam Sports and Physical Training, the Department of Grassroots Culture, Family and Library need to accelerate the progress of building national databases, specialized databases; connecting, synchronizing, and sharing data. In particular, the Center for Digital Transformation of Culture, Sports and Tourism is the focal point to urgently issue the Ministry's Plan to implement Resolution No. 214/NQ-CP dated July 23, 2025 of the Government promulgating the Action Plan on promoting data creation to serve comprehensive digital transformation. The deadline for completion is before August 15, 2025.
At the same time, the Ministry of Culture, Sports and Tourism requests the Center for Digital Transformation of Culture, Sports and Tourism to promptly fix errors in the Information System managed by the Ministry. Proactively work with units with specialized information systems to review and adjust the System to ensure it is consistent with the 2-level local government organization model and connect and share complete data with the Provincial Administrative Procedures Information System to serve the resolution of administrative procedures, ensuring that the implementation of administrative procedures does not depend on administrative boundaries within the province.
These are very important and urgent tasks that need to be urgently focused on and completed. The Ministry of Culture, Sports and Tourism requests that heads of agencies and units promote a sense of responsibility and have a clear and specific implementation plan. During the implementation process, if there are any difficulties or problems, promptly report them to the Ministry of Culture, Sports and Tourism (through the Ministry's Office) for resolution./.
