Da Nang tightens inland waterway safety

DNO - The Department of Construction requires units related to inland waterways to proactively respond to unusual weather and ensure traffic safety.

In order to ensure order and safety of inland waterway traffic, continuously improve the quality of transportation services and promptly respond to unusual weather conditions, the Department of Construction requests the Quang Nam Maritime Port Authority (the unit managing activities on national inland waterways in the area: Hoi An - Cu Lao Cham; Thu Bon River ...), the Da Nang City Inland Waterways Port Authority to coordinate in implementing the contents according to the assigned functions and tasks.

Specifically, direct specialized departments to strictly inspect vehicles, fire prevention and fighting equipment, life jackets, life buoys..., certificates of professional competence, and professional certificates of crew members before allowing vehicles to leave ports and wharves.

Absolutely do not grant permission for: vehicles leaving the port without fully equipped with fire prevention and fighting equipment, life jackets, life buoys... as prescribed; vehicles carrying more people than permitted; crew members using stimulants.

Regularly monitor the weather, especially complex and unusual phenomena, to promptly coordinate with functional forces to proactively raise the warning level to allow vehicles to leave ports and inland waterways, and at the same time provide instructions for communication with vehicles operating in the water area under their management.

Passenger transport business units and vehicle owners must strictly comply with regulations on crew members, vehicle operators, service staff, equipment, and service quality on tourist transport vehicles as prescribed; and fully perform tax obligations in inland waterway passenger transport business activities.

Owners of inland waterway ports and wharves, port and wharf operators shall maintain safe operations, vehicle mooring equipment and inland waterway signals at ports and wharfs; develop operating regulations, post passenger fares and other service prices.

At the same time, proactively develop plans to respond to natural disasters and bad weather; do not accept vehicles without registration certificates, technical safety and environmental protection certificates, or expired technical safety and environmental protection certificates.

The captain and vehicle operator are responsible for checking the safety conditions of the vehicle and equipment; arranging life buoys in the right place and instructing passengers on how to use them before the vehicle leaves the port or wharf.
