Currently, many universities allow the conversion of foreign language certificate scores to a 10-point scale for university admission by combining or replacing the English subject score of the 2025 high school graduation exam. This means that candidates do not need to take the English subject in the high school graduation exam but can still be admitted to university if they possess domestic and international foreign language certificates.

Looking at the conversion of English certificates to a 10-point scale at universities, it can be seen that candidates are quite advantageous. At Saigon University, candidates only need to achieve 4.0-5.0 IELTS, 450-499 TOEFL to be converted into 8 graduation exam points, 5.5-6.5 IELTS and 500-626 TOEFL to be converted into 9 points and from 7.0 IELTS, 627 TOEFL or higher to be converted into 10 points.
At Ho Chi Minh City University of Industry, IELTS 4.5 is equivalent to 7.5 points in the high school graduation English exam and 8.0 points in the 12th grade English report card; 5.0 is equivalent to 8 points in the graduation English exam and 8.5 points in the report card; 6.5 and above is equivalent to 10 points. Similarly, Ho Chi Minh City Open University and Ho Chi Minh City University of Agriculture and Forestry also convert to 10 points with IELTS 6.5 and above.
For Ho Chi Minh City University of Industry and Trade, candidates are converted to 8 points for 5.5-6.0, 9 points for 6.5-7.5 and 10 points for 8.5-9 points.

PhD student, Master Nguyen Minh Tri, Director of the English Language Program at Hoa Sen University, commented: "Comparing IELTS, TOEFL, TOEIC or VSTEP English proficiency with the English test scores of the 2025 high school graduation exam to determine whether it is unfair or not is lame because the two types of questions are different. However, practical experience shows that a candidate with a 4.5 or 5.0 IELTS level who took the English test of the 2025 high school graduation exam recently found it very difficult to achieve 7 or 8 points. Those with high IELTS scores also find it difficult to get 9 or 10 points with this test."
According to Master Minh Tri, it is clear that with the difficulty level of this year's exam, candidates with an English certificate will have a much better advantage than taking the English exam in the high school graduation exam because only needing an IELTS score of 4.5-5.0, they will get 7-8 points to be considered for admission to some universities. Meanwhile, candidates with good English skills this year will also find it difficult to get a score of 7 or 8.
A teacher at an English center in Ho Chi Minh City also said that this year, candidates who choose a combination with English will be at a disadvantage if the standard scores for the combinations are determined to be the same by universities. "In addition, candidates who from the beginning intend to use English certificates for admission, focus their time on studying and achieving high scores on IELTS or TOEFL, will have an advantage over choosing to take the English exam," this teacher assessed.
