Proposing 100 KPI points to evaluate the work of cadres and civil servants

The Ministry of Home Affairs is seeking comments on a draft Decree on assessing and classifying the quality of civil servants. According to the proposal, there will be groups of criteria linked to KPI scores to determine work efficiency.

Specifically, group 1 has 30 points used to measure political qualities, ethics, lifestyle and sense of discipline. Specific indicators include: no embezzlement or corruption; internal solidarity; implementation of public service culture; honest declaration of assets and income; compliance with the agency's assignments and regulations.

The score in this group reflects the integrity and service attitude of the position holder. Group 2 has 30 points to evaluate professional competence and responsibility in performing tasks. This group requires civil servants to possess in-depth knowledge, regularly update new knowledge, work independently, apply technology, and proactively propose initiatives within the scope of expertise.

Meanwhile, group 3 has 40 points aimed at innovation capacity and pioneering spirit. Accordingly, civil servants must have breakthrough products and solutions; be ready to take on difficult and complicated tasks; take ultimate responsibility for the results; proactively make decisions within their authority and pioneer in carrying out new tasks. This group aims to encourage the mindset of daring to think and daring to do.
