Proposed North High Speed Rail

The consulting consortium of Transport Design Consulting Corporation (TEDI) and Transport Development Investment Consulting Center (CCTDI) has just completed the initial report on planning railway routes and stations in the Hanoi hub area; in which, it proposes a high-speed railway to Hanoi station.

Hanoi Railway Network Planning

Accordingly, the consultant proposed that the southern terminal station be Ngoc Hoi station, and move Thuong Tin depot (where trains are assembled, maintained, repaired and other technical operations are performed) to Ngoc Hoi station area. The eastern terminal station is Lac Dao station ( Hung Yen ).

In addition, Hanoi station is a station that serves urban railway passengers combined with high-speed railway passengers.

Regarding this issue, the representative of the consulting unit said that most of the related plans and projects are oriented towards the North-South high-speed railway line connecting to the center of Hanoi (at the current Hanoi station location).

However, the railway network planning has oriented to convert the function of the entire national railway line (inside the belt railway) and Ngoc Hoi station as the terminal station of the North-South high-speed railway line.

However, through studying the experience of railway development in the world, it shows that high-speed railway services are often arranged to reach deep into the center of big cities such as Beijing (China), Berlin (Germany), Tokyo (Japan), Paris (France)...

Therefore, the consulting unit believes that the network planning will arrange the terminal station of the North-South high-speed railway line at Ngoc Hoi, about 10 km away from the center of Hanoi, which will reduce the attractiveness in attracting train passengers, especially in areas north of the Red River.

In addition, high-speed railways use advanced technology, use separate roads, and have intersections that do not conflict with other forms of urban transport, so they will basically not encounter the shortcomings and inadequacies of the current national radial railway system.

Regarding the plan to organize the exploitation of railway transport in the Hanoi hub area, the consultant proposed that in the first phase, all radial passenger trains will stop at the hub stations on the beltway, transferring through Hanoi's public transport system (bus, urban railway). High-speed passenger trains will only access Hanoi station.

In the later stage, when satellite cities develop sufficiently and the need for connection between satellite cities and core cities increases, we will consider organizing suburban passenger trains running radially to transport passengers between core cities and satellite cities; targeting workers, students, and pupils with frequent travel needs.

Previously, at a meeting with affiliated units and consultants for the North-South high-speed railway project in May, Deputy Minister of Transport Nguyen Danh Huy said that the North-South high-speed railway project is a large-scale project with complex technical technology, requiring large resources for investment. The Politburo requested careful, comprehensive, and thorough research.

Therefore, the above units should focus on two options: building a new railway line that only carries passengers and a new railway line that both carries passengers and freight. In which, the first scenario is a new railway line that only carries passengers, supplementing the existing railway line, renovating, upgrading, and electrifying.

The second scenario is to build a new railway on the North-South axis according to double-track standards, 1.435 m gauge, electrified to transport passengers and goods as a basis for comparison and selection.
