Issuing a set of indicators to serve the direction and administration of the Ministry of Culture, Sports and Tourism in the electronic environment.

Accordingly, the Minister of Culture, Sports and Tourism decided to issue a set of indicators to serve the direction and management work in the electronic environment of the Ministry of Culture, Sports and Tourism, including the following groups of indicators:

1. Index to assess the level of completion of tasks assigned by the Government and Prime Minister ;

2. Index to assess the level of completion of tasks assigned by the Minister and the Ministry's leaders;

3. Public investment index;

4. Index of resolving voters' petitions;

5. Negative information index;

6. Public service index;

7. Indicators measuring the level of completion of industry strategic goals;

8. Component index of the global innovation index GII.

The index serves the direction and administration work in the electronic environment of the Ministry of Culture, Sports and Tourism to serve the direction and administration work of the Ministry of Culture, Sports and Tourism; to serve the digital transformation of the direction and administration activities of the Government, the Prime Minister and the Minister of Culture, Sports and Tourism.

The Press Department requests comments on adjusting the set of indicators measuring the maturity level of digital transformation in the press.

The confidentiality of data issued with this Decision shall be implemented in accordance with the provisions of the Law on Statistics and regulations on the protection of state secrets in the fields of Culture, Sports, Information, Communications and Tourism.

The Departments, Bureaus and related units under the Ministry are responsible for: Reporting data according to the list of indicators issued with this Decision.

Preside over and coordinate with the Ministry's Office to develop reporting forms on assigned indicators, including: forms applicable to agencies, organizations, and enterprises reporting to the Ministry of Culture, Sports and Tourism (through Departments and Bureaus) and forms applicable to Departments and Bureaus synthesizing and reporting national data.

Propose to develop plans and organize the implementation of investigations, surveys or coordination mechanisms with relevant agencies to collect data and information in the list monitored by the Department or Bureau for indicators that have not been collected through the periodic reporting regime or sharing of administrative data among units under the Ministry. Propose specific data forms and request relevant agencies and organizations outside the Ministry to coordinate in providing them.

Preside over the development of corresponding warning levels for indicators to serve as a basis for informing the Ministry's leaders, coordinate with the unit implementing and operating the Smart Operations Center to put warning index levels on the system, promptly inform the Minister and Ministry's leaders.

Assign the unit in charge of the synthesis indexes to provide guidance, develop detailed calculation methods, and report to the Ministry's leaders for unified implementation.

Ministry Office: Take the lead and coordinate with units to implement this Decision, synthesize and advise on adjusting and amending indicators suitable for each period, meeting the management and direction requirements of the Ministry in the electronic environment.

Coordinate with the project investor and the unit operating the Smart Operation Center to integrate indicators serving the direction and operation of the Ministry's leaders in the electronic environment into the Smart Operation Center system, deploy to units to ensure that periodic reporting is done through the Smart Operation Center when this system comes into operation.

Preside over and guide units to develop warning levels with corresponding indicators to serve timely information to the Minister and Ministry leaders.

Center for Digital Transformation of Culture, Sports and Tourism: Coordinate with the unit operating the Smart Operations Center to update the Ministry's operational indicators and warning levels on the Smart Operations Center system during operation.

Take the lead in connecting with databases of relevant Ministries and Branches to coordinate, share data and connect directly with the Smart Operations Center system.

Take the lead in proposing and coordinating with units to connect with information systems of the Ministry of Culture, Sports and Tourism to extract data, indexes and targets to ensure direct data collection from corresponding information systems.

Take the lead in proposing and connecting to the Smart Operations Center system related to public service monitoring indicators.

The Investment Project Management Board shall, based on the set of indicators approved in this Decision, coordinate with the Ministry's Office and relevant units to integrate indicators serving direction and operation into the Smart Operation Center system.

The Decision comes into force from the date of signing./.
