The Chairman of the People's Committee of Bac Kan province has just sent a document to the Prime Minister proposing investment in the Bac Kan - Cao Bang Expressway Project.
Accordingly, the People's Committee of Bac Kan province proposed that the Prime Minister consider and assign the Ministry of Transport to include the Bac Kan - Cao Bang Expressway Project in the list of projects expected to be invested by this ministry in the period of 2026 - 2030, and at the same time act as the competent agency to implement the project.
“During the implementation process, the People's Committee of Bac Kan province will proactively coordinate with the Ministry of Transport to provide documents on investment preparation for the project that has been implemented,” the leader of the People's Committee of Bac Kan province committed.
The Bac Kan – Cao Bang Expressway Project is an important road infrastructure project, connecting the border gate of Cao Bang province and Hanoi (reducing about 50 km compared to the current route in the direction of Cao Bang – Lang Son – Bac Giang – Bac Ninh – Hanoi); reducing travel time and costs to border gates in the Northeast region (Tra Linh border gate, Ta Lung border gate, etc.).
After completion, the Project will combine with the invested expressways such as: CT.05, CT.09 and the expressways being invested such as: CT.10, CT.15, contributing to the completion of the expressway traffic system in the Northern region, contributing to the socio-economic development of the region in general and Bac Kan province in particular.
According to the Road Network Planning for the period 2021-2023, with a vision to 2050, the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT07) is a radial expressway connecting Cao Bang City, Bac Kan City with the capital Hanoi.
This is also the only national highway passing through Bac Kan province; to the south, it connects Bac Kan province with the country's political and economic center, the capital Hanoi; to the north, it connects with Cao Bang province and through the international border gate to trade goods with China.
Currently, the CT07 expressway has invested and put into use the section from Hanoi to Cho Moi district, Bac Kan province and the Ministry of Transport is currently implementing investment procedures for the section from Cho Moi to Bac Kan city in 2024 - 2026.
The expressway section from Bac Kan to Cao Bang is being completed by the People's Committee of Bac Kan province and the People's Committee of Cao Bang province. The project's pre-feasibility study report is being completed.
Implementing Directive No. 25/CT-TTg dated August 8, 2024 of the Prime Minister on planning medium-term public investment for the period 2026 - 2030, the People's Committee of Bac Kan province is implementing the planning of medium-term public investment for the period 2026 - 2030, accordingly, the province's infrastructure investment needs are still very large, while the central budget resources expected to be allocated according to the principles, criteria and norms of the Central Government for the province are very low.
"Therefore, the ability to mobilize local budget capital for the Bac Kan - Cao Bang Expressway Project is very difficult," said the leader of the Bac Kan Provincial People's Committee.
