On March 26, the Department of Education and Training sent a document to the Ho Chi Minh City People's Committee proposing a financial support plan for the American International School (AISVN) Primary, Middle and High School.

The Department of Education and Training reported that during the operation of the American International School (AISVN), signed by the Chairman of the Board of Directors, the legal representative of the school, the contracts were signed with the parents of the students.

According to the department, by parents contributing money to the school, the benefit that the signer (parent) receives is that the student will be able to study at the school for many years.

The amount parents have paid to the school will be refunded (no tuition fees) or non-refundable (tuition fees paid in advance for the entire study period) depending on the contract signed with the school.

The Department of Education and Training updated that up to now, the salary regime of teachers at American International School (AISVN) has not been guaranteed, the school has not paid salaries to teachers since February 2024.

Therefore, the school's operations are being disrupted, affecting the learning rights of 1,213 students.

The Department of Education and Training said it had worked directly with the chairman of the school board and the principal of the American International School (AISVN) to request a report on the school's financial situation and operations to find a suitable solution to maintain the school's operations, but there had been no cooperation from the unit.

However, on March 18, 20224, most of the teachers went on leave due to not being paid for a long time, leading to the American International School (AISVN) letting all students take a leave of absence.

On March 21, 2024, the Department of Education and Training held a meeting with citizens who are parents of students of the American International School (AISVN) regarding the above contents. Based on the suggestions of the majority of parents, the city requested support to maintain the school's educational activities until the end of the 2023-2024 school year.

To ensure the maintenance of a stable security and order situation in the area and to ensure the learning rights of students of the American International School, the preliminary proposal recommends that the Ho Chi Minh City People's Committee direct the Department of Finance to preside over and coordinate with relevant departments and branches to study and propose a short-term financial support plan, depending on the actual situation, with collateral to pay salaries for teachers, staff and other fixed costs to ensure the maintenance of teaching and learning activities of the school until the end of the 2023-2024 school year.
