Assoc.Prof.Dr. Le Bo Linh, Director of the Institute for Economic Strategy, Former Director of the Institute of Southeast Asian Studies.

Associate Professor, Dr. Le Bo Linh, Director of the Institute for Economic Strategy and Former Director of the Institute for Southeast Asian Studies, gave an overview of the achievements in Vietnam's integration policy and orientations for the coming period. Joining ASEAN is a turning point decision to enhance the country's position. With the motto "proactive, positive and responsible", Vietnam has turned ASEAN integration into a driving force for development and enhanced international position.

Of the three times Vietnam has assumed the role of ASEAN Chair (1998, 2010, 2020), the most notable was in 2020 in the context of COVID-19 when it established the ASEAN Pandemic Response Fund and the Regional Medical Supplies Reserve. Important lessons from Vietnam's development show that being proactive and proactive is the key to success. Vietnam has actively participated and contributed to common activities, not just passively participating. This helps build the country's position and voice in the international arena.

The steadfast pursuit of an independent and self-reliant foreign policy in an environment of diverse interests is also a key factor. A multilateral and diversified foreign policy helps Vietnam balance its relations with major countries while protecting national interests. Combining national strength with the strength of the times, Vietnam has skillfully taken advantage of opportunities from international integration to promote internal strength, while contributing to solving common problems of the region and the world.

Finally, careful preparation and synchronous coordination between ministries, departments and agencies from the central to local levels have created favorable conditions for taking on important roles in ASEAN. These lessons are not only valuable in the current context but also serve as a foundation for sustainable development in the future.

Looking to the future, facing challenges in resources and new issues such as digital transformation, Vietnam has proposed strategic directions to strengthen ASEAN cooperation, focusing on: Institutionally, we need to enhance the policy coordination role of Ministerial Conferences and establish the ASEAN Network of Arts and Culture Experts.

In terms of resources, we should diversify funding channels, especially promoting cooperation with the private sector. Mr. To Viet Chau, Deputy Director of the Department of International Cooperation, Ministry of Agriculture and Environment, said that in 30 years of joining ASEAN, Vietnam's agricultural sector has made a great transformation, from a country with food shortages to a country with food security and one of the world's largest exporters of rice, coffee, cashew nuts, tropical fruits and seafood, with each sector's turnover exceeding 1 billion USD.

Vietnam has proactively played a role in initiating and developing the ASEAN Food Security Framework (AIFS) and the Strategic Action Plan on Food Security (SPA-FS) 2021-2025, creating a foundation for comprehensive cooperation in value chain development, water management and enhancing climate change adaptation.

In addition, he also emphasized the role of innovation, sharing of knowledge and climate data, digital transformation and strengthening institutional capacity in ensuring long-term food security.
