The Government's preferential loan program to support housing is gradually realizing the dream of "settling down" for thousands of poor households and policy households in the province, opening up opportunities for people to have more motivation to improve their lives. This is a clear demonstration of the effectiveness of preferential credit policies, demonstrating the deep concern of the Party and State for the lives of the poor and low-income people in difficult areas.

For many years, our Party and State have always paid attention to the lives of poor households and policy beneficiaries. Preferential housing credit for poor households is one of the contents that was implemented very early, right after the establishment of the Vietnam Bank for Social Policies under Decree 78/2002/ND-CP, dated October 4, 2002 of the Government on preferential credit for the poor and other policy beneficiaries. The program always accompanies beneficiaries and continuously has appropriate mechanisms and policies to meet the actual needs of households, especially in terms of housing, so that they have stable housing, peace of mind to do business and develop the economy.

Mr. Do Anh Tien in Zone 3 of the old Bac Son commune, now Hien Quan commune, shared: Thanks to the attention of all levels and sectors, especially the Bank for Social Policies, his family was able to borrow capital from the preferential program to build a new, more solid and spacious house. Due to the long loan period and preferential interest rates, the family has reduced the pressure of paying the principal and interest every month. This has truly become a "fulcrum" to help many poor families like us realize our dream of "settling down".

Not only has Mr. Tien's family's life changed with the new house, recently, the capital from the housing loan program for poor households and policy beneficiaries has created conditions to help tens of thousands of poor households in the province have solid houses, settle down, do business, and develop the economy.

With the efforts and efforts in the implementation of the Bank for Social Policies, along with the attention and close direction of all levels and sectors, especially socio -political organizations entrusted with loans, the preferential loan program for poor households and policy beneficiaries to repair and renovate houses has achieved positive results.

Up to now, in the province, there are 1,989 customers with outstanding loans with a total amount of nearly 734 billion VND. The housing loan policy has helped beneficiaries have a stable place to live, gradually improving the quality of life, contributing to perfecting the criteria for residential housing in the National Target Program on New Rural Development.

Policy in accordance with "Party's will and people's heart"

After a series of documents issued by the Government and the Prime Minister such as Decision No. 167/2008/QD-TTg, Decision No. 33/2015/QD-TTg, Decree 100/2015/ND-CP on preferential loans for purchasing, leasing social housing; building new or renovating, repairing houses for residence... on July 26, 2024, the Government continued to issue Decree No. 100/2024/ND-CP detailing a number of articles of the Housing Law on the development and management of social housing, in which it continues to adjust a number of policies to help the poor, near-poor, and low-income people in the province have the opportunity to stabilize their housing, thereby feeling secure in working, producing, and developing the economy. This is truly a practical policy, in line with "the will of the Party and the people".

According to Decree No. 100/2024/ND-CP, from August 1, 2024, customers borrowing capital to build or renovate and repair houses can borrow a maximum of 70% of the estimated value or capital use plan from the Vietnam Bank for Social Policies under the social housing loan program, not exceeding 1 billion VND (an increase of 500 million VND compared to Decree No. 100/2015/ND-CP) and not exceeding 70% of the value of the loan collateral. The loan target group under Decree 100 of the Government is mainly poor households, near-poor households, low-income households, and workers in industrial zones. This lending policy has been extended to the target group of civil servants, public employees, and armed forces to also access this source of capital.

The credit program under Decree No. 100/2024/ND-CP of the Government continues to be a deeply humane social security program, demonstrating the concern of the Party, the State and the social community for beneficiaries. Through preferential capital actively deployed through the CSXH bank system, it has helped many families have the opportunity to build new, renovate, repair or buy social housing, soon stabilize their lives, settle down and find work. After 1 year of implementing the Decree, the program has so far provided loans to 421 households, with an amount of nearly 126 billion VND.

Mr. Nguyen Thanh Tinh, Deputy Director of the Provincial Branch of the Social Policy Bank, discussed: Based on the targets and capital plans assigned by the Central Government, as well as the regulations and instructions of the Government, the Prime Minister and the superior banks, the Social Policy Bank has proactively advised the Board of Directors of the Social Policy Bank at the same level to allocate capital in accordance with the actual situation. Coordinate with local authorities and mass organizations to review households in need of housing to organize approval and select eligible subjects for timely disbursement, giving opportunities to poor households and policy beneficiaries to build new houses, renovate houses, and stabilize their housing. The supervision of households borrowing capital during the construction process is carried out closely and regularly, ensuring that households use the loan for the right purpose and strictly comply with the payment of interest and principal.

Currently, the province's demand for housing loans is very large. In order for low-income households to realize their dream of "settling down and having a career" and stabilizing their lives, in the coming time, the Vietnam Bank for Social Policies will continue to closely coordinate with local authorities and relevant agencies in disseminating information, reviewing subjects, improving procedures for reviewing and disbursing documents so that the housing loan program can be implemented quickly, promptly and effectively.
