The fulcrum of poor women

With preferential credit programs disbursed promptly and to the right subjects, the Transaction Office of the Social Policy Bank (CSXH) of Muong Khuong district has become a fulcrum to help women in difficult highland villages in the area develop the economy and reduce poverty.

Sa Pa is one of the disadvantaged villages of Muong Khuong town, Muong Khuong district. This place is mainly inhabited by Pa Di ethnic people. In recent times, many women in the village have overcome prejudices and boldly borrowed policy credit to develop the economy and reduce poverty.

A typical example is Ms. Ly Thi Lien, through the Women's Savings and Loan Group, who borrowed 50 million VND from the Bank for Social Policies. Ms. Lien invested this money in growing tangerines and raising pigs. After a period of economic development, her family had a stable income, helping her to pay off all her bank debt.

Ms. Ly Thi Lien confided: Loans from the Bank for Social Policies are the motivation for ethnic minority women to step out of their “comfort zone”, dare to think, dare to invest. When borrowing capital, I was educated and guided on how to manage capital for the right purpose, which has brought about efficiency.

Or Ms. Trang Len Mai's family is also a typical household that effectively uses loans from the Bank for Social Policies. Ms. Mai's family currently has an outstanding debt of 100 million VND at the bank. Ms. Mai used the loan to invest in raising commercial black pigs, earning nearly 100 million VND in profit each year.

Ms. Trang Len Mai shared: My family has access to policy credit capital with simple loan procedures. Policy credit capital helps me develop the economy and escape poverty. After selling this batch of pigs, I will have some money to pay off the bank loan.

Mr. Nguyen Luong Son, Director of the Muong Khuong District Social Policy Bank Transaction Office, said: By the end of the first quarter of 2025, the total outstanding debt of the District Social Policy Bank Transaction Office was over VND 587 billion, with over 7,700 customers with outstanding debt, of which the District Women's Union is managing over VND 158.6 billion (accounting for 27.14% of the total outstanding debt) and over 2,000 women's member households are accessing policy credit capital. This capital is used effectively, invested in crop and livestock projects, thereby spreading the spirit of daring to think, daring to do, and boldly developing the economy of local women.

To ensure preferential capital reaches the right target of poor, near-poor and poor women who are household heads, women who are policy beneficiaries, in recent years, the Women's Union at all levels in the district has coordinated with the Transaction Office of the Bank for Social Policies in Muong Khuong district to focus on disseminating and popularizing the Party and State's policies and guidelines on social policy credit; doing a good job of inspecting and supervising the activities of the leaders of savings and loan groups; promptly resolving difficulties and obstacles as well as correcting errors in the process of organizing and implementing capital disbursement. In addition, coordinating to organize training, seminars and support the transfer of technology, cultivation and livestock techniques, building product brands, preserving traditional crafts so that women have more knowledge and skills, promote creativity, apply to family economic models, produce agricultural products of high economic value, create sustainable livelihoods, help reduce poverty, and enhance women's economic power.

The capital of the Social Policy Bank not only helps Muong Khuong women have the conditions to invest in developing their family economy, but also through becoming customers of the bank, women have more opportunities to develop themselves, improve their skills, and know how to use capital effectively; the capital also becomes one of the important "channels" to help poor women proactively rise up and affirm their role and position in society.

In particular, through the trust activities with the Bank for Social Policies, poor and near-poor women have convenient access to policy credit capital, contributing to preventing and limiting participation in "black credit". Thereby strengthening the connection, gathering, and attracting women, especially poor women, to participate in economic development as well as the activities of the Women's Union.
