Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 237/QD-TTg dated January 27, 2025 adjusting the medium-term public investment plan using central budget capital for the 2021-2025 period within the Ministry of Agriculture and Rural Development.
Specifically, the above Decision adjusts down the medium-term public investment plan with central budget capital for the period 2021 - 2025 of 01 project that has been assigned a medium-term public investment plan (the project of the System of works regulating and supplementing water for aquaculture in the southern region of National Highway 1A, Bac Lieu province, the medium-term public investment plan with central budget capital for the period 2021 - 2025 was assigned by the Prime Minister as 700,000 million VND, now adjusted down by 60,000 million VND, after adjustment it is 640,000 million VND).
At the same time, adjust the corresponding increase in the medium-term public investment plan of the central budget for the period 2021 - 2025 for internal projects of the Ministry of Agriculture and Rural Development (project to build a Plant Quarantine Station at Long Thanh International Airport (25,000 million VND); project to build a Animal Quarantine Station at Long Thanh International Airport (35,000 million VND)).
The Decision clearly states that the Ministry of Agriculture and Rural Development, based on the adjusted medium-term public investment plan with central budget capital for the period 2021 - 2025, the list of projects and the central budget capital level in the medium-term public investment plan with central budget capital for the period 2021 - 2025, will notify or decide to assign the medium-term public investment plan with central budget capital for the period 2021 - 2025 to affiliated agencies and units, ensuring compliance with the provisions of the law on public investment, the Resolutions of the National Assembly, for the right purpose and effectively.
The Ministry of Agriculture and Rural Development is responsible for completing tasks and projects that have adjusted down the medium-term public investment plan using central budget capital for the 2021-2025 period, ensuring the correct time according to the provisions of the Law on Public Investment; not proposing competent authorities to supplement central budget capital for tasks and projects that have adjusted down the medium-term public investment plan for the 2021-2025 period.
At the same time, be responsible to the Prime Minister, inspection, examination and auditing agencies and relevant agencies for the accuracy of the contents, reported data, project list and capital allocation for each project to ensure compliance with legal regulations.
The Ministries of Agriculture and Rural Development and Transport, according to their assigned functions and tasks, are responsible for ensuring that the total investment of the two projects of the Ministry of Agriculture and Rural Development is consistent with the total investment of Component Project 1 according to the Decision adjusting Decision No. 1777/QD-TTg dated November 11, 2020 of the Prime Minister.
The Ministries of Planning and Investment and Finance, based on their assigned functions and tasks regarding state management of public investment, shall be responsible to the Prime Minister, inspection, examination and auditing agencies and relevant agencies for the accuracy of the contents and data of reports, ensuring compliance with legal provisions; and monitor and inspect the implementation of this Decision.
