Therefore, mobile telecommunications service providers need to strongly deploy communication solutions and support conversion to ensure the rights of 2G subscribers.
According to the Notice of the Department of Telecommunications, Ministry of Information and Communications , based on Circular No. 03/2024/TT-BTTTT and Circular No. 04/2024/TT-BTTTT of the Ministry of Information and Communications , from September 16, 2024, no services will be provided for subscriber terminals that only support GSM standards, except for the case of providing services for subscriber terminals connected to the GSM network for the purpose of transmitting and receiving data between devices (M2M) or providing services in the Truong Sa, Hoang Sa, and DK platforms. This is the existing GSM standard mobile information system (2G system) that has been re-licensed for the 900Mhz and 1800MHz bands.
In case of providing services in the Truong Sa, Hoang Sa, and DK platforms, the GSM (2G) mobile information system will continue to be used until September 15, 2026.
At the same time, the Ministry of Information and Communications will not re-license the use of 900MHz/1800MHz bands if businesses do not have a plan to ensure that there are no more subscribers using terminals that only support GSM standards (2G Only) operating on the network from September 16, 2024.
Mr. Nguyen Trong Tinh, Deputy General Director of Viettel Telecom Corporation ( Viettel Telecom), said that turning off 2G waves is a very correct policy, in line with the trend as well as the wishes of network operators and the needs of customers and society in the current period. In fact, Viettel has taken many measures to promote the transition from 2G to 4G of mobile users over the past 4 years. Up to now, the rate of 2G subscribers accounts for about 16% of the total number of subscribers of Viettel network. By September 2024, it is necessary to shift and bring the number of 2G subscribers on the network to less than 5% so that Viettel can turn off 2G waves.
Currently, Vinaphone network still has about 3 million 2G subscribers, equivalent to 8% of total subscribers. VNPT has developed a plan and solutions to commit to converting all 2G Only subscribers and devices by September 2024 according to the direction and orientation of the Ministry of Information and Communications. MobiFone network also fully supports the policy of turning off 2G waves, transferring 2G Only customers to 4G, 5G to optimize frequency, infrastructure, and deploy more digital services.
In the past, the Ministry of Information and Communications has had good policies to prepare for the shutdown of 2G waves, typically the issue of standardization, not allowing the import of 2G Only devices so that the shutdown of 2G waves has very little impact on users. Telecommunications networks also have programs and policies to exchange 2G phones for smartphones, subsidize and reduce the price of smartphones as well as deploy many preferential packages, suitable for people to use conveniently.
