Can I use a notarized photocopied vehicle registration when driving?

According to Article 58 of the 2008 Road Traffic Law, drivers participating in traffic must be of the required age and health, have a driver's license issued by a competent State agency, and must carry the following vehicle documents:

- Vehicle registration;

- Driving license;

- Certificate of technical safety and environmental protection inspection for some types of vehicles;

- Certificate of motor vehicle liability insurance.

The documents that people carry when driving must be original documents issued by a competent State agency, appropriate to the type of vehicle they are driving, and still valid. Printed or photocopied documents (including notarized copies) cannot be used.

Using a notarized photocopy of a driver's license may be subject to a fine according to the provisions of Article 21 of Decree 100/2019/ND-CP dated December 30, 2019, stipulating administrative penalties for violations in the field of road and rail traffic.

The fine for motorbikes is 100,000 - 200,000 VND, for cars is 200,000 - 400,000 VND.

However, the driver of a vehicle participating in traffic is allowed to use a certified copy of the vehicle registration certificate along with the original valid receipt from the credit institution, instead of the original vehicle registration certificate during the period the credit institution holds the original vehicle registration certificate.

Specifically, Clause 13, Article 80 of Decree 100/2019/ND-CP stipulates: "Drivers of vehicles participating in traffic are allowed to use a certified copy of the Vehicle Registration Certificate (for vehicles participating in road traffic), a certified copy of the Railway Vehicle Registration Certificate (for vehicles participating in railway traffic) with the original valid Receipt of the credit institution, in place of the original Vehicle Registration Certificate, Railway Vehicle Registration Certificate during the period the credit institution holds the original Vehicle Registration Certificate, Railway Vehicle Registration Certificate".

Accordingly, in case a vehicle purchased on installments from a bank or credit institution is holding the original vehicle registration to secure civil obligations (mortgage, installment purchase, etc.), the vehicle owner can use a certified copy with the bank's letter on his vehicle registration when participating in traffic.

Note, when participating in traffic, drivers must carry the original valid receipt from the credit institution to avoid being fined.

Thus, in the case of a vehicle purchased on installments, the bank holds the vehicle registration, the driver is still allowed to bring a notarized copy with the bank's red seal, which is still in accordance with regulations.
