Up to this point, Hoang Dieu Street, a road along Hieu River in Dong Ha City, Quang Tri Province, part of the Urban Development Project along the Greater Mekong Subregion (GMS) Corridor, after many years of construction, has not been fully completed because two households have not yet handed over the land.

Hoang Dieu Street has a total length of 4.7 km, passing through Dong Giang and Dong Thanh wards. There are a total of 254 cases affected by site clearance for construction. Up to now, Dong Ha City People's Committee has approved compensation and support plans for 252 cases and has handed over the site for construction; the remaining 2 cases have not agreed on the compensation and support plan despite repeated dialogues and persuasion by authorities and organizations at all levels.
Because these two households did not agree to hand over the land, Hoang Dieu Street still has two points that cannot be completed, creating a "bottleneck" causing difficulties and dangers for traffic participants as well as urban aesthetics. Voters in Dong Giang and Dong Thanh wards have repeatedly reported this issue to People's Councils at all levels.
Currently, the Hoang Dieu road construction project has stopped implementing compensation and support for the above two cases and ended the project from December 31, 2023, so completing the entire route will be difficult, and it is unknown when it will be completed.
