According to the hypothetical situation, a fire broke out in the warehouse area on the first floor of the facility. This area contains fibers, finished products and cardboard, with an area of about 200m2 .
The cause of the fire was that the owner of the facility hired two workers to weld and cut metal to renovate and upgrade the warehouse area. Due to the subjective failure to use fire prevention and fighting safety measures such as assigning people to watch over and isolate finished products in the warehouse area, during the welding and cutting process, molten metal particles were scattered around and came into contact with flammable materials.
When the fire was discovered, the owner and employees quickly cut off the power, shouted and used portable fire extinguishers to put out the fire, and called the professional fire department.
However, due to the flammable substances and large amount of combustible substances, the fire quickly spread and the fire fighting efforts of the on-site forces were ineffective. There were about 20 people inside the facility, of which 12 people on the floors quickly escaped, while 8 people were trapped inside.
Upon receiving the news, the City Police quickly notified relevant units to deploy forces and vehicles to promptly coordinate with the local fire prevention and fighting force to organize fire fighting and rescue.
Upon arriving at the scene, the Fire Prevention, Fire Fighting and Rescue Police force quickly coordinated with local forces to deploy search and rescue measures, prevent the fire from spreading, localize the location of the fire; rescue people trapped on high places and bring them to safety, and mobilize all forces and means to completely extinguish the fire.
Lieutenant Colonel Nguyen Le Cuong, Deputy Head of the Fire Prevention, Fire Fighting and Rescue Police Department, said that the facility chosen for the exercise is located deep in a residential area, making it difficult to access water sources for fire fighting, so when a fire breaks out, it will be very dangerous because of the potential risk of fire spreading and becoming a large fire.
In this plan, the Hanoi Fire Prevention, Fire Fighting and Rescue Police force has created a hypothetical situation in the most difficult location, from which it has proposed the most realistic solution to the situation to enhance the combat readiness when a fire occurs in a similar area for the local fire fighting force.
In addition, the drill used the most modern equipment provided by the City Police to the Fire Prevention, Fire Fighting and Rescue Police Department, which is a fire fighting robot. This is a high-capacity vehicle that can reach locations where chemicals may be present and go deep into the fire location where the Police force can hardly enter to quickly extinguish the fire.
