Ha Tinh surveys and evaluates the competitiveness of departments, branches and sectors

(Baohatinh.vn) - About 1,800 - 2,000 enterprises, investors, cooperatives, and business households in Ha Tinh will participate in a survey to assess the competitiveness of provincial departments, branches, and sectors in 2025.

The Provincial People's Committee has just issued a plan to assess the competitiveness of provincial departments, branches and sectors (DDCI) in 2025.

Accordingly, the subjects participating in the assessment are enterprises, investors, cooperatives, business households operating, producing, trading, and implementing investment in the province (collectively referred to as enterprises). The survey sample size is about 1,800 - 2,000 enterprises.

The subjects surveyed are provincial and regional departments, branches and sectors including: Department of Finance, Department of Agriculture and Environment, Department of Construction, Department of Industry and Trade, Department of Culture - Sports and Tourism, Department of Health, Department of Science and Technology, Department of Education and Training, Department of Justice, Department of Home Affairs, Provincial Economic Zone Management Board, Provincial Police, Tax Department of Region XI, Customs Sub-Department of Region XI, Social Insurance of Region XV, State Bank of Region VIII, Provincial Civil and Industrial Construction Investment Project Management Board, Provincial Traffic Construction Investment Project Management Board, Provincial Economic Zone Construction Investment Project Management Board, Provincial Agricultural and Rural Development Construction Investment Project Management Board.

The survey content includes component indexes and specific assessment criteria for each component index according to the set of indexes assessing the competitiveness of provincial departments, branches and sectors.

The preferred survey method is online survey. In addition, there are postal surveys and direct surveys at enterprises. The survey period is expected to be from September to October 2025; the report will be approved and the results will be announced in December 2025 - February 2026.

The purpose of surveying and evaluating the competitiveness of provincial departments, agencies and branches is to evaluate the performance, thereby promoting the role and management responsibility of departments, agencies and branches to promote improvement of the business environment and enhance the Provincial Competitiveness Index (PCI).

The Provincial People's Committee requires that the survey and investigation to collect opinions must be conducted with specific and practical content, criteria, and subjects on issues that businesses are interested in during the process of contacting and working with provincial departments, branches, and sectors. The investigation and survey process must be conducted seriously and scientifically. The survey results must be synthesized, analyzed, and evaluated fully, accurately, objectively, and transparently; ensuring confidentiality of the identities of businesses participating in the survey.

The Provincial People's Committee assigned the Department of Finance to compile a list of enterprises operating in the province on the National Business Registration System to serve as a database for selecting enterprises to participate in the survey; appraise the assessment results report of the DDCI Index; plan to adjust and supplement the DDCI Index and assessment criteria in accordance with the actual situation in each period; report to the Provincial People's Committee according to regulations.

The Provincial Center for Financial Services and Enterprise Support supervises the implementation of surveys, assessments, and assessment results of the consulting unit, ensuring accuracy, objectivity, and transparency; presides over and coordinates with relevant agencies to organize propaganda about the DDCI Index to cadres, civil servants, public employees, and workers of provincial departments, branches, and sectors. At the same time, coordinates with the consulting unit to develop a report on the assessment of the DDCI Index, submits it to the Provincial People's Committee for approval, and advises on the development of a plan to organize the announcement of the results of the DDCI assessment survey in 2025.
