This is the first time Hai Duong has issued a set of indicators to assess the capacity of departments, branches and localities.

Accordingly, the set of indexes to assess the competitiveness of departments, branches and localities in Hai Duong province includes 2 indexes: assessing the competitiveness of departments, branches and localities and assessing the competitiveness of districts, cities and towns.

In particular, the index assessing the competitiveness of departments, branches and sectors includes 9 component indexes: administrative procedure implementation; transparency and application of information technology; time costs; informal costs; fair competition: support for production and business; institutional effectiveness; green and sustainable growth; dynamism and pioneering of departments and branches.

The district competitiveness index consists of 10 component indexes: administrative procedure implementation; information transparency, application of information technology and digital transformation; dynamism and pioneering of local authorities; time costs; informal costs; fair competition; production and business support; institutional effectiveness and security and order; land access; green and sustainable growth.

In addition to the above indicators, each component indicator assessing competitiveness at the department, industry, and local level also has other constituent indicators.

To effectively implement the Component Index to assess competitiveness, the Provincial People's Committee assigned the Department of Planning and Investment to advise on organizing the investigation, survey and evaluation of the DDCI ranking in 2024 in accordance with the reality of the province.

Develop a set of indicators to assess the competitiveness of departments, branches, sectors and localities of the province to conduct surveys and assess the economic management capacity of departments, branches, sectors and district-level People's Committees, promote emulation and competition towards improving the quality of economic management. The results of the DDCI assessment are the basis for departments, branches, sectors and district-level People's Committees to propose practical and effective solutions to improve the quality of management, contributing to improving the provincial competitiveness index.

In 2023, Hai Duong will rank 17th in the country in terms of provincial competitiveness index, up 15 places compared to 2022.
