
On the afternoon of March 29, Thanh Chuong District People's Council held the 10th Session (special session), 20th term, 2021 - 2026 term to perform its functions according to the authority prescribed by law, in which the District People's Council approved the Project proposing to recognize the expanded Thanh Chuong town as a type V urban area.
Comrades: Nguyen Hai Duong - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee, Chairman of the District People's Council and Nguyen Thi Quynh Nga - Vice Chairman of the District People's Council chaired the meeting.

At the meeting, delegates of Thanh Chuong District People's Council discussed and passed a resolution on approving the Project to propose recognizing the expanded Thanh Chuong town as meeting the criteria of a type V urban area.
According to the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, the expanded Thanh Chuong town is oriented to be a type IV urban area. At the same time, based on Resolution No. 35, dated July 12, 2023 of the National Assembly Standing Committee stipulating that district and commune-level administrative units are subject to reorganization in the period 2023-2030, Thanh Linh and Thanh Dong communes are subject to reorganization when the natural area is less than 20% and the population size is less than 300% of the standard of the administrative unit; these two communes are adjacent to Thanh Chuong town.

In the plan to arrange commune-level administrative units of Nghe An province in the period of 2023-2025, it is expected to merge the entire natural area and population of Thanh Linh commune and Thanh Dong commune into Thanh Chuong town to establish the expanded Thanh Chuong town, with an area of 19.85 km2 and a population of about 22,374 people.
The resolution issued by Thanh Chuong District People's Council on approving the Project proposing to recognize the expanded Thanh Chuong town as meeting the criteria of a type V urban area is the basis for submitting it to the Department of Construction for appraisal before submitting it to the Provincial People's Committee for approval.

This is also the basis for Thanh Chuong district to establish and adjust the administrative boundaries of the expanded Thanh Chuong town according to the Project on arranging commune-level administrative units of Nghe An province for the period 2023-2025.
This is also consistent with the National Urban Development Program, the Master Plan for Urban System Development of Nghe An Province, the Nghe An Provincial Planning and the Thanh Chuong District Construction Planning; meeting the requirements and aspirations of the people of Thanh Chuong District.

At this session, Thanh Chuong District People's Council also reviewed and passed a resolution to adjust the budget estimate and local budget allocation plan for 2023; and adjust the public investment plan for 2023.
Accordingly, the People's Council of Thanh Chuong district decided not to invest in 2 projects under the 2023 public investment plan, which were approved by the People's Council in Resolution No. 14, dated December 15, 2022. Including land use planning, land measurement and registration, establishment of cadastral database and issuance of land use right certificates (due to no need to implement); Thanh Khe commune hall project (due to commune merger in the period of 2023 - 2030).
