On the morning of August 6, at the National Assembly House, the National Assembly Standing Committee organized a National Assembly Forum on supervisory activities with the theme "National Assembly supervision to create development".

Speaking at the opening of the Forum, National Assembly Chairman Tran Thanh Man said that this was the first time the Forum was held, demonstrating the constant innovation of the National Assembly's activities to ensure close linkage between supervisory activities and the implementation of legislative functions and decisions on important issues of the country.

Reviewing the outstanding results in the National Assembly's supervisory activities in recent times, the National Assembly Chairman pointed out that the work of building and perfecting institutions on supervisory activities has been strengthened, basically meeting the reality; including close, timely and effective coordination between agencies of the National Assembly, the Government, the Vietnam Fatherland Front, ministries, branches and localities...

Questioning activities have become an effective form of supervision in the activities of the National Assembly, attracting the attention and monitoring of the people. The content of the questioning is close to reality, "correct", "hit" the "hot" and pressing issues arising in society.

In addition, the supervision activities clearly demonstrate the National Assembly's stance of accompanying the Government, promptly removing difficulties and obstacles; at the same time, clarifying the responsibilities of the heads of the agencies subject to supervision, in order to promptly adjust in direction, administration, and perfecting policies and laws.

According to the National Assembly Chairman, the work of people's petitions has been innovated substantially, regularly, publicly, promptly, within the authority and legal regulations. The activities of supervising legal documents are increasingly practical and effective, each year is better than the previous year...

In addition to the achieved results, the National Assembly Chairman said that in reality, supervision activities still have limitations, difficulties and obstacles. Accordingly, the implementation of supervision conclusions and recommendations is not complete; the monitoring and urging of the implementation of supervision conclusions is not really drastic and regular.

Coordination between the National Assembly's supervisory activities and auditing, inspection and examination activities is sometimes not really close; there are no clear and favorable mechanisms and policies for people and voters to exercise their supervisory rights.

The mechanisms and conditions to ensure monitoring activities have not met the requirements. These are issues that need to be addressed and today's Forum will discuss and find solutions to promote advantages and overcome limitations.

The National Assembly Chairman said that in recent sessions of the 15th National Assembly, a large number of laws and resolutions were issued, along with innovations in the Law on Promulgation of Legal Documents, including strong decentralization and delegation of power to the Government and local authorities; the requirements for state management when implementing the 2-level local government model also raised issues.

“In the coming time, the supervision activities of the National Assembly and the National Assembly Standing Committee must be substantive in supervising laws, decrees, and circulars to see whether the decrees are in line with the promulgated laws, and whether the circulars are in line with the laws and decrees,” the National Assembly Chairman emphasized, saying that this is an issue that must be done regularly.

The forum was held for 1 day, with the main content presented in 2 topics: "The National Assembly's supervisory activities contribute to the country's socio-economic development" and "The National Assembly's supervisory activities contribute to perfecting institutions, policies and laws".

The National Assembly Chairman asked speakers and delegates to participate in focused discussions, go straight to the core content, and propose specific and practical solutions.

The National Assembly Standing Committee will absorb the opinions of the delegates to study and amend the Law on Supervisory Activities of the National Assembly and People's Councils, which will be submitted to the National Assembly for consideration and approval at the upcoming 10th Session of the 15th National Assembly, ensuring that supervisory resolutions are seriously implemented in practice.
