At the First Vietnam Cyber Security Day Celebration, Major General Le Xuan Minh, Director of the Department of Cyber Security and High-Tech Crime Prevention (A05 - Ministry of Public Security ), assessed: "Digital transformation is not simply the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern production method - digital production method".
However, Vietnam is also facing major risks and challenges in ensuring cyber security. Among them, the dissemination of fake news, untrue information, and the dissemination of unhealthy and deviant culture on cyberspace have a profound impact on society.
“Typically, some KOLs (influencers) such as Miss Thuy Tien, Quang Linh Vlogs, Chu Thanh Huyen, Hang Du Muc, Pham Thoai, Phu Le ... have taken advantage of their reputation, influence, and fame on the internet to advertise products that are not true; created a system of fanpages and anonymous accounts to post many clickbait articles, bought and sold pages, channels, groups... creating bad public opinion in society,” the Director of Department A05 stated.
Meanwhile, high-tech criminal activities take place with increasingly sophisticated methods and tricks, becoming a common challenge for every country.

From 2024 to present, over 42 million cyber attack warnings and 420 thousand malware detection warnings targeting information systems have been detected.
Hacker groups always closely follow developments and situations in the country to flexibly adjust methods, tricks, and targets; thoroughly take advantage of sensitive political, economic, and social events and stages (such as rearranging and reorganizing administrative units and building a 2-level local government model) to increase attack effectiveness.
They have adjusted their tactics, tending to increase attacks targeting organizations and businesses specializing in providing IT systems and solutions, digital transformation for state agencies, organizations and enterprises; thereby, creating a springboard for expanding attacks and infiltration.
“From the beginning of 2025 to now, 1,489 cases of online fraud have been detected, causing losses of more than VND 1,660 billion, more than 1,500 channels and groups advertising and online gambling have been detected; more than 1,500 channels and groups operating related to virtual currency and cryptocurrency transactions; nearly 200 channels and groups advertising and selling addictive substances…”, said the Director of Department A05.
Meanwhile, awareness and knowledge of ensuring network security and protecting state secrets of users, including leaders in some units, are still limited.
Network systems in many agencies and units are still fragmented and disjointed, not equipped with adequate security solutions, and have many security vulnerabilities.
At the same time, the number of personnel working on network security and information security is still small and lacks specialized knowledge, creating favorable conditions for cyber attacks.
At the event, Major General Le Xuan Minh also shared a number of proposals to ensure safe and strong network security and data security to serve the development of science , technology, innovation and national digital transformation - a key factor to promote national development.
Within the framework of the event, the Ministry of Public Security launched the National Cyber Security Operating System, considered a digital shield to protect the country.
In August, Department A05 will coordinate with units to organize a digital literacy campaign to raise public awareness of cyber security and personal data protection; seminars or gathering reputable KOLs with positive social influence to promote public opinion, fight against misinformation, spread digital safety skills and implement community projects, towards establishing an alliance of social media influencers (KOLs, KOCs).
