Long An completes traffic infrastructure, creating a solid foundation for socio-economic development

Long An has been investing in a series of key transport projects, connecting localities in the province as well as linking regions, creating a solid foundation for the province's socio-economic development.

Breakthrough from transport infrastructure

Long An has a particularly important strategic position, adjacent to Ho Chi Minh City, acting as a connecting hub between the Mekong Delta and the Southeast region; it is a locality with many potentials and advantages to make a strong breakthrough in development.

In order to effectively promote the potential and outstanding advantages of the province, the Resolution of the 11th Long An Provincial Party Congress, term 2020-2025, identified one of the province's strategic breakthroughs as investing in building synchronous and effective infrastructure; in which, prioritizing the development of transport infrastructure is one step ahead in economic development.

The planning of Long An province for the period of 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 686/QD-TTg, dated June 13, 2023, also identified one of the three development breakthroughs of the province as mobilizing, using effectively and economically all resources, creating a breakthrough in building a synchronous and modern socio-economic infrastructure system; prioritizing investment in site clearance to create land funds to attract investors, implementing key, widespread projects, with the ability to connect inter-regionally and inter-provincially in terms of transport infrastructure, economic zones, industrial parks, and urban infrastructure adapting to climate change.

When completed, key projects will create an increasingly synchronous, modern, conveniently connected, smooth transport infrastructure system for the province within the province and between regions, creating a driving force to promote the socio-economic development of the province, contributing to realizing the goal that by 2030, Long An will be a dynamic, effective and sustainable economic development center of the Southern region; become a gateway on the urban-industrial economic corridor of the Mekong Delta region, closely connected with Ho Chi Minh City and the Southeast region; an important cooperation and trade hub with Cambodia. Forming economic corridors, regions, development centers and dynamic urban areas; adapting to climate change.

With that orientation, Long An province has been focusing on investing in completing a series of key transport projects, inter-regional transport projects connecting provinces and cities in the Mekong Delta, with Ho Chi Minh City and provinces and cities in the Southeast region; at the same time, connecting smoothly between localities in the province to promote regional connectivity, remove bottlenecks in the transport and logistics systems... creating a solid foundation for the province's socio-economic development.

Specifically, the province has been investing in 3 key traffic projects including: Completing Tan An City Ring Road (expressway intersection to DT 830); DT 830E (section from expressway intersection to DT 830) and DT 827E.

Accordingly, the project to complete the Tan An City Ring Road, starting at the intersection with National Highway 62 at My Phu intersection (Thu Thua district), ending at the intersection with National Highway 1 - DT 833 (Tan An city), with a total length of more than 22 km of road and 5 bridges, with a total investment of VND 3,102 billion, was completed and opened to traffic at the end of December 2023. The project is showing positive results, not only reducing traffic pressure but also creating an important corridor for regional economic development.

With the DT 830E project (from the intersection of Ho Chi Minh City - Trung Luong Expressway, in An Thanh Commune, Ben Luc District to DT 830, in Long Dinh Commune, Can Duoc District) being urgently constructed. The project is over 9.3 km long, with a total investment of nearly 3,708 billion VND, playing an important role in developing urban infrastructure, traffic connection, socio-economic development of the province; connecting industrial parks and clusters from Duc Hoa, Ben Luc, Can Duoc, Can Giuoc to Long An International Port and Hiep Phuoc Port (Ho Chi Minh City) through the DT 830 route which has been invested and completed.

Regarding the progress of the road construction investment project, according to the Department of Construction of Long An province, currently, from the intersection of DT 830 to Nguyen Van Nham street, the left unit of the route has reached more than 55.46%; the right unit of the route has reached 48.88%.

From Nguyen Van Nham Street to National Highway 1, the implementation value of the left unit of the route reached 34.78%; the right unit of the route reached 42.06%.

The DT 827E project through Long An province (Can Giuoc, Can Duoc, Tan Tru and Chau Thanh districts) has a length of 35.6 km, starting from the border of Long An province - Ho Chi Minh City, in Long Hau commune, Can Giuoc district and ending at the border of Long An - Tien Giang province, in Hiep Thanh commune, Chau Thanh district. The entire route is divided into 5 independent projects including 3 land clearance projects and 2 construction investment projects (including the project to invest in the access road to 3 bridges on DT 827E and the project to build 3 bridges on DT 827E).

In particular, the project to build access roads to 3 bridges on Provincial Road 827E has a total investment of 1,433 billion VND, expected to start construction before August 29, 2025.

The project to build 3 bridges on Highway 827E (Can Giuoc Bridge, Vam Co Dong Bridge, Vam Co Tay Bridge) has a total investment of nearly 4,798 billion VND; of which, Korean ODA loan is more than 4,060.765 billion VND, counterpart capital is nearly 737 billion VND. The Long An Provincial People's Council has approved the investment policy in Resolution No. 27/NQ-HDND, dated April 29, 2025, the Provincial Construction Investment Project Management Board is organizing the project preparation according to regulations.

This project, once completed, will create a breakthrough in transport infrastructure, meeting the requirements of attracting investment and developing industry - trade - services for Chau Thanh, Tan Tru, Can Duoc and Can Giuoc districts as well as the province. At the same time, it will play an important role in connecting Ho Chi Minh City - Long An - Tien Giang, contributing to creating momentum for socio-economic development of the Mekong Delta region.

Along with key projects, Long An province has been focusing on implementing the Program to mobilize all resources to build a synchronous transport infrastructure system to serve industrial and urban development in the key economic region with 8 projects. Of which, the project to upgrade and expand DT 824 from Tua Mot to Canal Ranh bridge and the Hung Vuong - National Highway 62 intersection project (Tan An city) have been completed.

The remaining projects under investment include: Luong Hoa - Binh Chanh Road, Huu Thanh - Tan Buu Road, DT 826E (section from DT.826C intersection to Can Giuoc bridge), Road connecting the approach road to Rach Doi bridge to DT.826E, Duc Hoa Dynamic Axis (road connecting DT822 - DT823 - DT823B - DT825), Provincial Road 826D (Tan Tap - Long Hau road), section from Ring Road 4 to DT 830).

 

Promoting regional connectivity

In addition to the province's key transport projects, Long An is also actively investing in key national transport projects in the province such as: Ho Chi Minh City Ring Road 3 Project; Ho Chi Minh City Ring Road 4 Project through Long An Province. These are urgent projects that play an important role in regional connectivity, forming a synchronous transport network linking the Southeast with the Mekong Delta region, aiming to promote investment efficiency for projects that have been and are being invested in, creating new development space and momentum, exploiting land use potential, building a modern and sustainable urban system; contributing to the socio-economic development of the country.

According to the Department of Construction of Long An province, Component 7 of Ho Chi Minh City Ring Road 3 (Construction of Ho Chi Minh City Ring Road 3 through Long An province) is located in Ben Luc district, Long An province, starting at Km85+200 (after Thay Thuoc bridge), ending at Km91+568, connecting to Ben Luc - Long Thanh expressway). The project has a total route length of 6.37 km, and invests in the construction of 6 bridges, with a total investment of 3,040 billion VND, from the central budget and Long An province budget.

By the end of May 2025, the construction progress of package XL1 (construction of the main expressway route, section Km85+200 - Km88+766) reached more than 73%; package XL2 (construction of Tan Buu bridge, main expressway route, parallel left branch and parallel road from DT.830C to the intersection in section Km88+766 - Km90+472) reached more than 72.57%; package XL3 (construction of the end-of-route intersection in section Km90+472 - Km91+568) reached more than 79.22% and package XL3A (construction of additional items of the end-of-route intersection and branches) reached more than 17.95%.

At the same time, the construction of guardrails, corrugated iron and road markings for Ramp A branch has been completed. Construction of traffic safety items, lighting, fences, etc. is underway.

The Ho Chi Minh City Ring Road 3 project is over 76 km long, passing through Ho Chi Minh City, Dong Nai, Binh Duong and Long An, with a total investment of 75,378 billion VND. The section passing through Long An is 6.37 km long, expected to open to traffic at the end of this year, playing a role in connecting Long An, the Mekong Delta with Ho Chi Minh City and the Southeast region.

The Ho Chi Minh City Ring Road 4 construction investment project has a total route length of about 207.26 km; the investment scope of the project is about 159.31 km (not including the section passing through Binh Duong province, about 47.95 km long, invested in according to the investment policy approved by the People's Council of Binh Duong province).

The section through Long An province is about 74.5 km long. Phase 1 will build 4 expressway lanes, speed 100 km/h, roadbed 25.5 m wide; the completed phase will expand to 8 lanes, roadbed (including expressway and parallel road) 74.5 m wide.

It is expected that the National Assembly will consider the investment policy for the Ho Chi Minh City Ring Road 4 Project in June 2025. The project will be implemented from 2025 and completed and put into operation in 2029.
