According to Russian news agencies, the launching ceremony took place via videoconference from the Arctic port of Murmansk. When giving the order to put the ship into operation, Mr. Putin declared: "I officially approve!".

The submarine, named Perm after a city in Russia's Urals region, is also the first nuclear submarine to be equipped with Zircon missiles as a standard feature.
Zircon missiles have a range of 900 km (560 miles) and hypersonic speeds that make them virtually impossible to intercept.
Perm is the sixth submarine of the Yasen and Yasen-M class, built by the Sevmash shipyard near Murmansk. According to documents related to the launching ceremony, the structure of the Perm has a number of differences compared to previous models in the same series.
Also during his working trip to Murmansk, President Putin visited the Arkhangelsk submarine, another Yasen-M class vessel, and toured Atomflot, the enterprise in charge of Russia's nuclear icebreaker projects.
Russia's deployment of the Perm submarine and Zircon missiles marks a major step forward in the country's naval capabilities, especially amid rising geopolitical tensions.
Military experts say that integrating hypersonic missiles into nuclear submarines helps Russia increase its deterrence against potential opponents, while enhancing its ability to strike from a distance at sea.
In addition, this event also takes place at a time when Moscow is stepping up military projects in the Arctic, an area of strategic importance to Russia's transport corridors, natural resources and national security.
