Russia: Mobilizing citizens into military reserves

Russian President Vladimir Putin has signed an annual decree to call up Russian citizens to join the reserve force for military training.

The decree states: “Mobilization in 2024 of Russian citizens into the reserve forces for military training in the Russian Armed Forces, the Russian National Guard, state security agencies and the Federal Security Service.”

According to the decree, the Government of Russia and the executive bodies of the constituent entities of the Russian Federation are instructed to ensure the implementation of activities related to the training of citizens. The decree comes into force from the date of its publication (March 1).

Mobilization for military training is held annually in Russia, aimed at restoring the skills of citizens who have served in the Armed Forces of Russia. As a rule, training is provided to those who are currently performing military service or to those who are studying at universities and have mastered the necessary military specialties. Military training also applies to those who have been discharged from military service or have been granted a deferment from military service.

Last year, the Russian parliament passed a law raising the age limit for military service by at least five years. The new law allows Russia to call up men who have completed their military service but are not in a position to do so at the age of 40, 50, or 55. In all cases, the age limit for military service has been raised by five years. This means that the highest-ranking officers in the reserve, such as generals, can be called up again at 70, instead of 65, while other senior officers can be called up at 55, 60, or 65.
