Conference of Directors of Department of Education and Training in 2025

On July 28-29, in Quang Ninh, the Ministry of Education and Training held a Conference of Directors of Departments of Education and Training in 2025.

At the conference, the Ministry of Education and Training informed many important contents: Report on the assessment of the implementation of tasks for the 2024-2025 school year, directions and tasks for the 2025-2026 school year; results of the 2024-2025 school year and directions and tasks for the 2025-2026 school year for preschool education and general education; orientations for innovation and improvement of the quality of vocational education and continuing education in the 2025-2026 school year; current situation and solutions for the 2025-2026 school year on ensuring school safety; work on developing staff and perfecting policies for teachers; facilities, teaching equipment; implementing decentralization, delegation of authority, and determination of authority in the field of education when implementing two-level government.

Leaders of the local education sector at the conference shared experiences and affirmed their determination and efforts to successfully complete tasks in the new context, implementing a two-level local government.

Speaking at the Conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged the efforts of leaders of the Departments of Education and Training in proactively and persistently advising on building schools, facilities and mobilizing funds for education.

The Deputy Minister emphasized: Education needs the consensus of the whole society; but in leadership and direction, to overcome the pressure and large workload, the management team needs to increase sharing and connection with departments, organizations, and teachers, to create solidarity and spread the spirit of responsibility.

Highlighting innovation and creativity in implementing tasks in some localities, the Deputy Minister said that the ultimate responsibility for education quality still belongs to the Department of Education and Training and its leaders. This is not only a responsibility to the Ministry or the government, but also a responsibility to the people, students and teachers.

The Deputy Minister also noted that localities should increase their responsibility in policy making, ensuring that voices from practice are heard and fully reflected.

Concluding the conference, Minister Nguyen Kim Son emphasized that the most important thing to do well is to manage change; operate the Department-level apparatus well; operate the commune-level education apparatus...

Regarding specific work before the new school year, the Minister noted tasks related to preparing for the new school year and opening the school year, and activities of the entire industry to celebrate the 80th anniversary of its founding.

The new school year, according to the Minister, will be implemented with the spirit of continuing to innovate extensively, completing the glorious mission. Try to limit confusion and inadequacies, clear up obstacles; anticipate risks that may arise in the process of implementing the two-level local government and new models.

Specifically, the work that needs to be implemented, the Minister first mentioned the new laws. Along with the Law on Teachers that has been passed are the Law amending and supplementing a number of articles of the Law on Education, the revised Law on Higher Education, and the revised Law on Vocational Education. Along with the new law are a series of decrees and circulars - meaning the entire institution of operating the education system is completely new. If we wait for the law and new documents to be promulgated, we will be passive; so we need to proactively grasp them by participating deeply in the development of legal documents.

The 2025-2026 school year will also implement a very important document, the Politburo Resolution on modernization and breakthrough development of education and training. The Ministry of Education and Training will issue the Ministry's action plan. Many contents will have to be implemented; including an important content, the National Target Program on modernization and improvement of education and training quality.

Some other important implementation contents are the policy of exempting tuition fees; organizing lunch for some subjects; building some schools in border areas; and implementing school solidification.

At the conference, the Minister also noted the implementation of the 2018 General Education Program; the implementation of the Resolution on universalizing preschool education for children aged 3-5 and the new preschool education program (if the program is signed and promulgated in time); reviewing the model of continuing education centers - vocational education, issuing instructions to unify the operating model of these centers; building 248 schools for border communes...

Seminar on organization and management of commune-level education after reorganizing the local government apparatus.

Organization and management of education at commune level

On the afternoon of August 2, the National Assembly’s Committee on Culture and Society and the Ministry of Education and Training jointly held a seminar on the organization and management of education at the commune level after the reorganization of the local government apparatus. Minister of Education and Training Nguyen Kim Son and Mr. Nguyen Dac Vinh, Chairman of the National Assembly’s Committee on Culture and Society, chaired the conference.

According to the report of the Director of the Department of General Education: After implementing the two-level local government model (provincial and communal levels), state management activities on education nationwide have achieved some outstanding results.

The assignment and decentralization of responsibilities between government levels and professional agencies are clearly defined. The Department of Education and Training plays a leading role in professional guidance, while the People's Committee at the commune level undertakes direct management in the area, creating effective coordination. The whole country has basically deployed synchronous school management software, connecting the Department - Commune - School.

After the merger, the province reviewed and re-planned the school network to suit the population conditions. Some provinces basically completed the arrangement of a full-time officer to monitor the education sector at 100% of commune-level People's Committees and had plans to organize training on coordination skills and school management, contributing to improving the effectiveness of management at the grassroots level for the team.

After the inspection plan of the Ministry of Education and Training was issued, many Departments of Education and Training have developed inter-sectoral inspection plans on school safety, two-session teaching/day, national standards... assigning responsibility to commune-level authorities in monitoring and handling arising situations.

Admissions for the 2025-2026 school year were completed as planned, meeting requirements. The 2025 high school graduation exam was basically held safely, seriously, and in accordance with regulations.

The Department of Teachers and Educational Managers (Ministry of Education and Training) has, based on information from nearly 2,000 commune-level civil servants and the results of an in-depth survey with 50 educational managers and experts at all levels who are directly involved in the transformation process, developed a report to review and assess the current situation of the commune-level civil servant team, the difficulties, obstacles and challenges of this team in the process of operating a two-level local government. From there, it proposed a strategic, feasible and sustainable solution roadmap, contributing to helping the education sector overcome the transition period to operate effectively in the new structure.

The report said: With a total of 3,321 communes, wards and special zones after the arrangement, it is expected that the number of commune-level civil servants nationwide will need more than 6,000 people.

A quick survey of about 1,000 civil servants assigned to work at the Department of Culture and Society at the commune level, assigned to be in charge of the education sector, found that 303 people had worked at the Department of Education and Training (old). 395 people had professional qualifications trained in Pedagogy and Education. The rest had training in other sectors and fields, many of whom did not have expertise in education, nor had any experience in education. There are localities where only 20% or less than 30% of commune-level education civil servants have professional qualifications or work experience in the education sector.

From the above situation, standardizing and improving the capacity of communal-level civil servants is an important, urgent, and long-term requirement for the education sector, local authorities at all levels, and the entire political system.

Being trained and improving capacity is also the desire and proposal of commune-level education officials at the seminar.

In order to effectively organize and manage education at the commune level after restructuring the local government apparatus, in his concluding remarks, Minister of Education and Training Nguyen Kim Son stated: the most important thing now is to continue to proactively grasp the situation and listen to the opinions of localities through many different channels.

“Continuing to focus on supporting the commune level in activities is a key and urgent requirement at this time. In the system, this is the foundation. If the commune level system is not well consolidated, if this foundation operates incorrectly, we cannot hope that the upper level will operate well,” the Minister emphasized.

Referring to keeping up with new thinking and recognizing that the role of the commune level must be different from before, the Minister also affirmed the viewpoint and spirit of striving to reorganize and build a two-level local government so that the education system can operate better and the state management of education can be better than before.

In addition to the Ministry of Education and Training's task group related to mechanisms and policies, continuing to review and grasp the situation with high action, the Minister also requested the Departments of Education and Training to focus on supporting the commune level; proactively within their authority to train the team of commune-level education officials and educational institution managers.

Announcing the network of excellent training centers and talents in technology 4.0

On the afternoon of August 1, in Hanoi, the Ministry of Education and Training held a conference to announce the networks of excellent training centers and talents in 4.0 technology in the Northern region.

The 7 announced networks include:

1. Artificial Intelligence and Semiconductor Industry Network hosted by Hanoi University of Science and Technology.

2. Industrial and Biomedical Biotechnology Network chaired by Vietnam National University, Hanoi.

3. Advanced and intelligent transport technology and infrastructure network chaired by the University of Transport.

4. Next generation network technology, intelligent network security technology and multimedia communication chaired by the Academy of Posts and Telecommunications Technology.

5. New materials and construction technology network chaired by Hanoi University of Civil Engineering.

6. Northern Agricultural Biotechnology Network chaired by Thai Nguyen University.

7. Transport technology network chaired by University of Transport Technology.

In order for the network to be effective in the coming time, Deputy Minister of Education and Training Nguyen Van Phuc requested that higher education institutions continue to organize propaganda and widely disseminate the contents of the Project to all managers, lecturers, students and related subjects in appropriate forms.

Proactively propose to competent authorities investment projects to develop facilities and improve the quality of training and scientific research in a number of priority technology fields of Industry 4.0. Based on plans and practical needs, units proactively propose scientific and technological tasks.

Implement the tasks and solutions stated in the Project on cooperation with foreign universities, organizations and enterprises, attracting talents to participate in training activities, scientific research, technology development, and innovation in universities.

Comments on the course revision program

Last week, the Ministry of Education and Training issued Official Dispatch No. 4480/BGD&DT-GDPT to the Departments of Education and Training regarding comments on the revised curriculum of a number of subjects.

Some of the expected content to be edited is as follows:

For the subject of Economics and Law Education: amend and supplement the 10th grade program in the topics of the Political System of the Socialist Republic of Vietnam and the Constitution of the Socialist Republic of Vietnam.

For History: revise and supplement the Selected Study Topic in Grade 10: Vietnamese State and Law in History.

For the Geography subject in History and Geography: revise and supplement the curriculum in grades 4, 5, 8, 9 and Geography in grade 12, the revision is mainly about socio-economic regions such as: regional boundaries; names and number of provinces and cities, area size, population of the region; economic development resources and the development and distribution of economic sectors in socio-economic regions; administrative maps; population maps, maps of sectors and economic regions in Vietnam.

For the History sub-subject in History and Geography: amend and supplement the program in grade 7: the divergence according to European History, in grade 9: the divergence of the Renovation process in Vietnam from 1986 to present.

Last week, Vietnamese education also received good news when 4/4 students excellently won medals when participating in the International Olympiad in Informatics (IOI) 2025, specifically: 1 Gold Medal, 2 Silver Medals and 1 Bronze Medal. Bringing home the Gold Medal was Le Kien Thanh, a 12th grade student, Le Quy Don High School for the Gifted, Gia Lai province.
