When he learned that the Digital Knowledge Update Volunteer Team established by the People's Committee of Binh Tien Ward, Ho Chi Minh City, was located at the headquarters of Ward 11 - near where his family lives, Mr. Pham Tuong was very happy. On the morning of August 2, when the team started operating, he went there to receive support.
Mr. Tuong said that in the past, because of his old age, when he needed to install an electronic identification, he asked the ward officials for help. However, not long after that, because he forgot his password, he could not access the application.
So this time, Mr. Tuong came to the Digital Knowledge Update Volunteer Group to help him reinstall the VNeID application. In about 15 minutes, he was guided step by step by volunteers who are members of the Binh Tien ward youth union, from downloading the app, resetting the password, logging in to the operations on this application.
According to Mr. Tuong, currently, many administrative procedures have been carried out through the electronic portals of state agencies, especially after the operation of the two-level local government. "As a citizen who directly benefits from this transformation, I am very happy but also worried. I am happy because administrative procedures are increasingly transparent and shortened, but I am worried that I cannot keep up with the changes due to my age. The government's implementation of universalizing digital knowledge to every neighborhood and every house will help people gradually adapt," he commented.
Referring to solutions to support people when the two-level local government comes into operation, Ms. Luong Thanh Truc, Vice Chairman of Binh Tien Ward People's Committee, acknowledged that digital transformation has become a breakthrough tool in solving administrative procedures without boundaries, helping to save time and costs and is an inevitable trend to improve the efficiency and quality of public services. However, there are also many challenges, including the need to improve people's awareness and skills.
In order to effectively carry out digital transformation and administrative reform, the People's Committee of Binh Tien Ward has worked with the Ward Fatherland Front Committee to develop a specific plan to implement the "Digital Literacy for All" movement. In particular, the ward focuses on establishing volunteer groups to update digital knowledge and update points in the neighborhood.
In addition to maintaining operations at the update points, members of the Digital Knowledge Update Volunteer Teams will "go to every alley, knock on every door", review people's needs and provide support in a "1-on-1" manner. They guide people on how to use smartphones, look up information, send and receive messages, install and use essential applications such as Digital Citizen, VNeID; and perform administrative procedures on the National Public Service Portal.
The volunteer groups to update digital knowledge in Binh Tien ward have been operating since August 2. The goal of this model is to support 100% of local people to proficiently use applications and utilities in the digital environment.
