Approving the Task of preparing the Adjustment of the National Energy Master Plan for the 2021 - 2030 period, with a vision to 2050.
National energy planning includes sub-sectors: oil and gas, coal, electricity, new and renewable energy with tasks ranging from basic investigation, exploration, exploitation, production, storage, distribution to use and other related activities.
Energy development closely linked to environmental protection
The viewpoint is that energy development must be closely linked to the country's socio -economic development strategy and ensure the optimization of the overall energy system, one step ahead, sustainable, continuing to diversify energy sources to provide adequate and stable supply, meeting the requirements of socio-economic development and the country's industrialization and modernization strategy in the era of global trends of the 4th Industrial Revolution.
Exploring, exploiting, processing and using domestic energy resources reasonably and effectively, combined with exploiting and importing energy from abroad to conserve domestic resources and ensure national energy security.
Develop a competitive energy market, diversify ownership and business methods, aiming to best satisfy consumer interests. Accelerate the elimination of subsidies, moving towards completely eliminating the implementation of social policies through energy prices.
Synchronously, harmoniously and reasonably develop the energy system: electricity, oil and gas, coal, new and renewable energy; reasonably distribute the energy system by territory; balance exploration, exploitation and processing; synchronously develop infrastructure, service and recycling systems; encourage the development of new and renewable energy sources and clean energy.
Applying achievements of knowledge economy, the 4th Industrial Revolution and scientific and technological advances to improve efficiency in energy use and saving, promote energy business efficiency; increasingly improve the quality of energy supply and services.
Energy development is closely linked to environmental protection, ensuring energy development towards green and sustainable growth, effectively responding to climate change.
Planning objectives
The objective of planning is to synthesize, analyze, and evaluate the situation and results of implementing the National Energy Master Plan; evaluate the level of achievement compared to the National Energy Master Plan for the years 2021 - 2024, with the following contents:
- Analyze and evaluate factors, natural conditions, resources, context and current status of distribution and spatial use of the energy infrastructure system, including electricity infrastructure, coal mining and processing, oil and gas, new energy, renewable energy and other forms of energy.
- Forecasting development trends, development scenarios and climate change that directly affect the national energy infrastructure system in the period 2026 - 2030, with a vision to 2050.
- Assessment of inter-sectoral and regional linkages in the current status of national energy infrastructure development.
At the same time, adjust the national energy demand forecast based on the requirements of socio-economic development in the new context; analyze the national energy supply; analyze and evaluate the opportunities and challenges for the development of the energy sector and the national energy infrastructure system in the period of 2025 - 2030, with a vision to 2050.
Identify development perspectives and goals, research and develop plans to adjust the development of national energy infrastructure for the period 2026 - 2030 and orientations for the period 2031 - 2050, in the context of adjusting the power source structure; select plans with good technical and economic indicators and high feasibility; ensure national energy security, ensure harmonious and balanced combination between energy sub-sectors (coal, oil and gas, electricity and other energy sources).
Analyze the feasibility of the national energy infrastructure development plan for the 2025 - 2030 period in terms of: construction progress; capital sources and mobilization capacity; develop a list of important national projects, priority investment projects of the national infrastructure sector and priority order of implementation....
Principles of planning
The decision clearly states that planning must ensure continuity over time. Energy planning must be consistent with the National Master Plan, National Marine Spatial Plan, National Land Use Plan and related plans.
Ensuring scientific, practical and reliable planning methods; ensuring harmonious and balanced combination between coal, oil and gas, electricity and other energy sources; allocating development space of the national energy infrastructure system nationwide and in all territories, including scale of works, location or direction, and planned route of works; ensuring attracting all economic sectors to participate in developing the energy sector in accordance with the law.
The planning is dynamic and open, identifying a list of important national projects for the 2025 - 2030 period, and orienting the development of energy sub-sectors for the 2031 - 2050 period.

Contents of National Energy Planning Adjustment: Includes 03 volumes.
Volume I: Summary report includes: Chapter 1 - Development context and basis for planning adjustment; Chapter 2 - Current status of national energy development; Chapter 3 - Socio-economic development situation and forecast; Chapter 4 - Assessment of efficient energy use and forecast of national energy demand; Chapter 5 - Analysis of national energy supply; Chapter 6 - Overall national energy development plan; Chapter 7 - Investment capital needs; Chapter 8 - Environmental protection mechanism and overall sustainable development of national energy; Chapter 9 - Solutions and resources for planning implementation; Chapter 10 - Conclusion and recommendations.
Volume II: Database appendix, including: energy demand forecast results, calculation results of master energy planning, list of important projects, priority investment projects.
Volume III: Maps, diagrams, according to the components and formats specified in Section IV, Appendix II of Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government detailing the implementation of a number of articles of the Law on Planning.
The estimated time for preparing the Plan is about 5 months from the date the Task of preparing the Adjustment of the National Energy Plan is approved and the consulting unit for preparing the Adjustment of the National Energy Plan is selected.
The Ministry of Industry and Trade is the agency organizing the preparation of the National Energy Planning Adjustment, responsible for selecting a consulting unit to prepare the National Energy Planning Adjustment and ensuring the implementation of steps in accordance with the provisions of the law on planning and other relevant laws.
