For a long time, the province has clearly identified cadres as "the root of all work", in which female cadres of ethnic minorities are a force that needs to be focused on and trained at the grassroots level to create a source of cadres. In the cadre planning, the Provincial Party Committee's Standing Committee pays special attention to the quality of planning, requiring the appropriate ratio of female cadres, especially female cadres of ethnic minorities who need to be studied and planned for the Party Committee, Standing Committee and key positions in mountainous communes.
In fact, in the province, there are many female cadres from ethnic minorities who have been appointed to positions of leadership at the Party Committee level. Typical examples include Comrade Luong Thi Hanh, Secretary of the Party Committee of Quan Son Commune and Comrade Luong Thi Hoa, Secretary of the Party Committee of Nhu Xuan Commune.
As a daughter of the Thai ethnic group, Comrade Luong Thi Hanh deeply understands the life, thoughts, customs and practices of her people. With persistent efforts and many working positions, she was assigned the important responsibility of Secretary of the Quan Son District Party Committee. After implementing the 2-level local government model, she was appointed to hold the position of Secretary of the Quan Son Commune Party Committee.
In a commune with many difficulties, the role of the head of the Party Committee requires not only implementing directives and resolutions, but also knowing how to "speak so that the people listen, how to make the people believe, and how to follow". Therefore, she often spends time going to the villages, listening to people's feedback, and accompanying them to solve problems from production to life. Through the process of contacting and talking with people, she has found solutions to mobilize people to develop crops and livestock to reduce poverty, build new rural areas and improve the effectiveness of the grassroots political system. Not only interested in economic development, when she was the Secretary of the District Party Committee, she and the Standing Committee of the District Party Committee paid special attention to the work of developing the Party among ethnic minorities. She said: "If you want people to trust, the Party must be strong. If you want the Party to be strong, the Party cell must have real Party members who dare to take on the work".

Equally impressive, Ms. Luong Thi Hoa, Secretary of the Party Committee of Nhu Xuan Commune, is also a typical example of the spirit of constant effort in training and dedication. She has worked in many positions at the Provincial Party Committee's Mass Mobilization Committee, the Provincial Women's Union, and the Thieu Hoa District Party Committee, before being assigned to be the Secretary of the former Nhu Xuan District Party Committee. In any position, she clearly demonstrates the spirit of dedication, closeness to the people, understanding the people, and solving problems with reason and emotion. With the responsibility of Secretary of the Party Committee of Nhu Xuan Commune, she is working with the Standing Committee of the Commune Party Committee to carry out tasks in the locality with the spirit of serving the people, taking people's satisfaction as a measure to evaluate the capacity of cadres. She said: "Female cadres in leadership positions cannot demand favoritism, but must prove it with actual results."
The above are just two of many female ethnic minority cadres in Thanh Hoa province who have upheld the spirit of responsibility, dared to think, dared to do, and taken on leadership roles at the grassroots level. Through research, it is known that from 2020 to now, the Provincial Party Committee's Organizing Committee has advised the Provincial Party Committee's Standing Committee to decide to send 1,472 cadres to attend professional training courses; 3,605 cadres to attend political theory training courses. Along with that, 409 professional training courses were opened for 98,269 cadres. Of which, 11,935 were trained in Party building skills; 19,421 in mass organization skills; 4,657 in state management... Many female ethnic minority cadres participated in these training courses.
From officials like Ms. Luong Thi Hanh and Ms. Luong Thi Hoa, it can be affirmed that when trusted, facilitated and trained in the right direction, ethnic minority women can completely assume and excellently fulfill their leadership roles at the grassroots level. They are the “flowers” of the mountains and forests of Western Thanh Hoa, spreading the light of faith and responsibility for the community day and night.
