According to the People's Committee of Quang Ninh province, the whole province has about 397km of dikes (nearly 34km of level III dikes, 134km of level IV dikes and 230km of level V dikes). This dike system is responsible for protecting about 43,600ha of area and about 250,000 people; it is capable of withstanding level 9-10 storm winds combined with a tidal frequency of 10%, which is a relatively high level of assurance compared to the whole country.
However, not being subjective in the face of the complicated developments of storm No. 3, Quang Ninh province has activated the peak duty regime for natural disaster prevention and control, simultaneously checking and reinforcing sea dykes, river dykes and key protective works; fully preparing human resources, materials and means to promptly handle all situations, protecting the safety of people's lives and property.
The evacuation of people in dangerous areas during storms and floods is carried out according to the "4 on-site" motto, with close coordination between local authorities, police, military and militia forces.
Evacuation points are arranged to ensure essential living conditions and safety for people during the storm. At the same time, functional forces are also on duty 24/7 in vulnerable areas, ready to assist people in moving when an emergency occurs.
According to Secretary of the Party Committee of Lien Hoa Ward, Duong Van Hao, the dike through the area is designed to block waves from 5.1 to 5.5m, has 38 gates through residential areas, material yards and openings connecting to industrial parks and companies; outside the dike (to the sea) there is a wave-blocking forest with trees such as sycamore, mangrove, mangosteen, and mangrove...; there are 6 drainage culverts through the dike. Up to now, to respond to storm No. 3, the ward has reviewed the entire status of the dike; directed and assigned forces to regularly inspect, grasp the situation, promptly handle incidents and drain water in the fields, avoiding the risk of flooding.
Lien Hoa Ward has prepared materials to distribute at key points, at the foot of the dike on the Ha Nam dike line; arranged forces to be on duty 24/7, ready to respond to complicated developments of the storm.
In general, as of the afternoon of July 21, localities in Quang Ninh province have completed the "4 on-site" forces of the disaster prevention, control and search and rescue command committees at all levels.
The province has also set up a 24/7 communication channel during the storm and the rain after the storm. In particular, in communes and wards with combined dykes and traffic routes, plans to close roads during strong winds and high tides have been prepared to ensure the safety of people and vehicles.
According to the bulletin released at 5:00 p.m. on July 21 by the National Center for Hydro-Meteorological Forecasting, from the night of July 21, the wind will gradually increase to level 7-9, near the storm center level 10-11, gusting to level 14 on the coast of Quang Ninh - Nghe An .
Hai Phong, Hung Yen, Bac Ninh, Hanoi, Ninh Binh, Thanh Hoa have winds of level 6, gusting to level 7-8. Notably, winds of level 10-11 can knock down trees, electric poles, and rip off roofs.
From the evening of July 21 to 23, the Northeast, Northern Delta, Thanh Hoa, and Nghe An will have heavy to very heavy rain, commonly 200-350mm, in some places over 600mm. Other places in the North and Ha Tinh have 100-200mm of rain, some places over 300mm.
