New regulations on subject classrooms: Removing obstacles according to the roadmap

Optimizing school space

On September 2, 2025, Circular No. 14/2025/TT-BGDDT of the Ministry of Education and Training on amending and supplementing a number of articles of the Regulations on subject classrooms of general education institutions issued together with Circular No. 14/2020/TT-BGDDT officially took effect.

Accordingly, the minimum working area for each student in the IT and Foreign Language classrooms is 1.5m²; each room is not less than 50m². For the Science - Technology , Music and Fine Arts subjects, the minimum working area is 1.85m², each room is not less than 60m² - an increase of 10m² compared to the old regulation. For subject classrooms used for many subjects, the area will be calculated according to the room with the highest requirements.

Evaluating this new regulation, Ms. Nguyen Thi Van Hong - Principal of Chuong Duong Secondary School (Hong Ha, Hanoi ) acknowledged that the advantage of applying this Circular is to create a reasonable space for students to experiment, meeting the goals of the 2018 General Education Program.

However, for inner-city high schools, built many years ago, the small classrooms and subject rooms face the challenge of expanding the area. This requires the participation and cooperation of local authorities and the education sector.

In fact, training facilities that meet the standards of facilities and have adequate functional rooms will contribute to creating interest and passion for learning and discovery for students. From there, students will be motivated to learn, remember and absorb theoretical knowledge.

Mr. Tran Cong Tuan - Principal of Phu Nhuan High School (HCMC) shared that the school has fully equipped facilities with functional rooms serving subjects such as: Information Technology, Foreign Languages, Science - Technology... In particular, the number of classrooms serving the teaching and learning of teachers and students has helped to arrange the schedule for using facilities conveniently, reasonably and effectively.

The principal assessed that the revised and supplemented Circular of the Ministry of Education and Training this time with important and necessary standards to ensure that schools implement well and meet the standards of the 2018 General Education Program. In particular, the combination of some subject classrooms according to the new Circular is suitable and practical, and has been implemented in schools for many years.

“In my opinion, this regulation not only helps schools to arrange, exploit, and optimize the space of training facilities, but also flexibly allocate and rationalize the costs of operating personnel and planning for building school timetables,” said Mr. Tran Cong Tuan.

Priority to difficult schools

From the local reality, Mr. Nguyen Anh Tuan - Principal of Thung Nai Primary and Secondary Boarding School for Ethnic Minorities (Thung Nai, Phu Tho) said that currently, the school meets the requirement of an elementary level IT room of no less than 50m2. The remaining rooms do not meet the regulations. The school's subject rooms are 56m2 wide.

The school currently has 356 students in 15 classes; of which 187 are primary school students and 169 are secondary school students. Located 5km apart, the primary school has 2 subject rooms including IT and Foreign Languages; the secondary school has 4 subject rooms including IT, Natural Sciences, Technology, and Foreign Languages.

"According to the new regulations, schools face many difficulties because the secondary school level has been invested in by the State in the past, and now cannot meet the area requirement in a short period of time," Mr. Nguyen Anh Tuan expressed his concern.

At Tran Van On Primary School (Dong Hung Thuan, Ho Chi Minh City), Ms. Nguyen Vinh Bao Chau - Principal of the school stated that in reality, the physical facilities are still difficult, and students cannot study 2 sessions/day.

However, the school still fully equips Foreign Language, IT and Music classrooms for students with an area of 53m2 each. Compared to the new regulations of Circular 14/2025/TT-BGDDT, the Foreign Language and IT classrooms meet the requirements. However, due to the large number of students, the maximum number of students/class does not ensure the minimum area of 1.5m2/student.

According to Ms. Nguyen Vinh Bao Chau, to meet the standards under the new regulations, the school has encountered many difficulties in terms of investment and repair costs. Adjusting the room area (the 53m2 Music room is smaller than the new regulation of Circular 14 which is 7m2); or adding equipment to fully meet the functions of the shared subject classroom will require a significant amount of funding.

In addition, if the school’s land area is limited, it may be difficult to expand or build new facilities to meet the area standards. In addition, teachers need to be trained on how to effectively use common subject classrooms, ensuring compliance with new regulations on functions and equipment.

“Although the number of students is large and the school was built a long time ago, some classrooms do not meet standards, the school always ensures that each shared subject has full equipment, can use separate lockers or storage areas for easy management and access. At the same time, the schedule for using subject classrooms is designed scientifically, avoiding overlapping class hours so that each subject has enough time and necessary space,” said Ms. Chau.

What solution to remove

From the practical basis, Ms. Phan Thi Hang Hai - Principal of Kim Ngoc High School (Phu Tho) proposed that the regulations on room area should be reduced or based on the number of students in each class and region to regulate the minimum area. To meet the new standards, there should be a suitable financial support policy in renovating and repairing facilities for schools.

At Thach Quy Primary School (Thanh Sen, Ha Tinh), in the 2025-2026 school year, the school is expected to have about 600 students in 19 classes. Currently, the school's subject classrooms basically meet the requirements of Circular 14/2020.

However, some rooms have not met the new standards because they were built before the Circular was issued, such as the Music room, which currently has an area of only about 42 square meters after the school adjusted its usage. The Information Technology and Science - Technology room has an area of about 45 square meters, which also does not meet the new standards but is in good use.

Principal Phan Thi Thanh Nga said that with a not-too-large number of students, the school basically ensures teaching conditions. In the upcoming planning, the school plans to build a 3-storey headquarters building to gradually improve facilities. However, applying the new regulations immediately will be difficult for schools that do not have plans to build new ones or have just invested, because the old rooms are still usable and have not reached the liquidation deadline.

Meanwhile, at Huong Khe Town Primary School (Huong Khe, Ha Tinh) with more than 1,400 students at two campuses, the physical facilities are limited. The area at the main campus is not enough to build more, so the school uses old classrooms to make subject rooms such as Informatics, Foreign Languages, Music, Technology... each room is only about 40m² wide and has 38 students/class.

Mr. Tran Trung Bo - Principal of the school said that due to lack of land and funding, the school has not been able to build new standard facilities. The implementation of Circular 14/2025 will require time and a specific roadmap. According to him, the big challenge is not only the area, but also the completion of the conditions inside the classroom to ensure effective teaching.

Faced with the new requirements of the Circular, schools in Ha Tinh are approaching the issue by gradually adjusting, utilizing existing resources and integrating them into future infrastructure development plans, in order to ensure the best learning conditions for students.

Associate Professor, Dr. Dang Thi Thanh Huyen - former Director of the Institute for Educational Management Research (Academy of Educational Management) emphasized that the policy in Circular 14/2025 of the Ministry of Education and Training is very correct. However, the main problem that schools need to solve is the financial problem. Will investment resources for education in localities be guaranteed? This is still a question that cannot be answered in a day or two but requires a roadmap.
