Accordingly, this process systematizes requirements for food safety control for fresh durian throughout the entire production process from cultivation, harvesting, transportation, preservation, packaging, and export; registration, appraisal, and certification of food safety for shipments of fresh durian used as exported food.
Standardizing food safety control process for exported durian
The subjects of application are organizations and individuals (hereinafter referred to as establishments) participating in the production and export chain of fresh durian used as exported food, including commercial traders (without packaging and processing activities) named as the owners of export goods.
Competent authorities manage food safety conditions for establishments participating in the production and export chain of fresh durian for export; assess and certify food safety for fresh durian export shipments. Testing facilities conduct analysis and testing of fresh durian for export food safety certification activities.
According to the decision, the agency assigned by the Chairman of the Provincial People's Committee is responsible for assessing, inspecting, supervising food safety, and inspecting the implementation of commitments to produce and trade safe food for cultivation facilities, growing areas, packaging facilities, preservation, and transportation of fresh durian for export. The agency assigned by the Chairman of the Provincial People's Committee is responsible for inspecting and certifying state food safety for shipments of plant origin for export according to the regulations of Vietnam and the import market in case of request from the competent authority of the import market.
The Decision also specifies requirements for growing facilities and growing areas; storage and transportation to packaging facilities; packaging facilities; commercial traders; and testing facilities.
In addition, the decision also specifies requirements for fresh durian for export. Accordingly, the product must be produced and harvested from a cultivation facility or growing area that is inspected, supervised, coded, and listed by the competent authority of the importing country in case of a request to establish a list;....
Products must be stored and transported in accordance with regulations, classified, packaged and labeled at a packaging facility that meets standards and is listed in the recognized list of the import market when necessary.
Labeled in accordance with the provisions of Decree 43/2017/ND-CP of the Government on labeling of goods, Decree 111/2021/ND-CP amending and supplementing a number of articles of Decree 43/2017/ND-CP and labeling regulations of the corresponding import market.
Meet the heavy metal residue standards specified in QCVN 8-2:2011/BYT on heavy metal contamination limits in food; pesticide residue standards specified in Circular No. 50/2016/TT-BYT of the Ministry of Health on maximum pesticide residue limits in food and related regulations on the list of food safety standards and limits for durian products of the corresponding import market.
Regarding the inspection and certification of food safety for exported fresh durian products, the decision clearly states that in case the competent authority of the import market requests the competent authority of Vietnam to inspect and grant state certification on food safety for the export shipment, the owner of the goods shall submit the dossier to the agency assigned by the Chairman of the Provincial People's Committee to conduct inspection and state certification on food safety for the exported shipment of plant origin according to the provisions of Circular 44/2018/TT-BNNPTNT on state inspection of food safety for exported food of plant origin and Circular 12/2025/TTBNNMT dated June 19, 2025 of the Ministry of Agriculture and Environment regulating the decentralization and assignment of state management authority in the field of cultivation and plant protection.
In case the competent authority of the import market does not require the competent authority of Vietnam to inspect and grant state certification on food safety for the exported durian shipment but requires compliance with food safety regulations and standards, the owner of the goods shall register and certify food safety for the exported shipment in accordance with the regulations and food safety standards of the competent authority of the import market.
In case there is no request from the competent authority of the import market, the owner of the goods shall register and certify food safety for the export shipment according to the request of the importer (if any).
According to data from the Vietnam Fruit and Vegetable Association, in the first 3 months of 2025, durian exports remained low, with no month reaching 100 million USD.
By April, the turnover exceeded 100 million USD, increased to 204 million USD in May and continued to increase strongly in June, reaching more than 300 million USD, nearly equal to the total export of the previous five months.
It is expected that in July, exports will reach 350-400 million USD, bringing the total turnover in the first 7 months of the year to more than 1 billion USD. It is forecasted that the total export turnover of durian in 2025 is expected to exceed 2 billion USD.
