In Long Huong ward, according to records, from July 1, 2025 to now, the locality has received and returned results on time for 1 dossier in the consumer industry sector. However, some procedures such as granting licenses for food production and craft alcohol for business purposes are still facing difficulties because they have just been transferred to the ward level.
Many new administrative procedures are decentralized to wards, requiring timely and systematic training of staff.
The biggest difficulty comes from the fact that officials and civil servants are not familiar with the process of receiving and processing procedures that were previously under the authority of departments and branches. In the field of industry and trade, there are currently 18 administrative procedures decentralized to wards, causing considerable pressure on the staff at the public administration center.
Representatives of the Ministry of Industry and Trade listened to the sharing from ward officials about the difficulties in implementing new procedures.
Ms. Pham Thi My Thu, a civil servant at the Long Huong Ward Public Administration Service Center, said: "For this number of procedures, we have to learn how to receive and process them. The civil servants at the center are also very worried when receiving them, and hope to receive support from the department in the form of training and support for direct instructors so that when problems arise, they can be resolved immediately."
At the meeting, Mr. Tran Thanh Hai - Deputy Director of the Import-Export Department, Ministry of Industry and Trade assessed: "Although the population here is not as crowded as some other wards of Ho Chi Minh City, it is a locality with many industrial parks, ports, warehouses... so there are many procedures related to businesses."

Mr. Hai acknowledged that the People's Committees of the wards have quickly approached the new tasks. However, because many decentralized procedures are still very new, the need for training, coaching, and updating information for grassroots officials is extremely urgent.
The Ministry of Industry and Trade's working group will continue to work with localities to remove difficulties and effectively implement decentralization.
