According to the report at the working session, in 2024, the total capital for basic construction investment of Tay Giang district is nearly 326 billion VND; up to now, the locality has disbursed nearly 177 billion VND, reaching 54% of the capital plan.
Particularly, the career capital for national target programs in 2024 is more than 118 billion VND, disbursed nearly 26 billion VND, reaching 21.94% of the total capital.

At the meeting, the leaders of Tay Giang district pointed out the reasons for the low progress of capital disbursement. Notably, the investment preparation work from the stage of preparing documents for appraisal and approval of economic and technical reports to approving the winning bid for construction and installation for a project takes a lot of time (from 3 to 4 months); many works and projects are stuck in documents so they cannot be disbursed, such as the Bu Lach Pass - Monument project; communes have difficulty in disbursing capital for maintenance works; many sources of capital are allocated intermittently, causing difficulties for localities...
The capital source of the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas to implement 10 infrastructure investment projects has a group of projects with excess resources but a group of projects with insufficient resources. However, Tay Giang district cannot adjust the source for the missing projects because it is implementing according to the target assigned by the province, causing difficulties in the management of capital sources; the investment preparation work of some investors is still slow, some projects have not yet allocated capital; some projects are stuck with forests and forest land, so they are waiting for the opinions of relevant departments and branches.
Tay Giang district leaders recommended that the province should have appropriate policies and mechanisms for mountainous localities, especially in bidding and disbursement procedures. Tay Giang also proposed that opinions and recommendations from localities and provincial departments should be responded to in writing so that localities can base their implementation on them.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan acknowledged the results and efforts of Tay Giang district in disbursing public investment capital in 2024 and implementing national target programs.
At the same time, it is recommended that localities focus strongly on capital disbursement. Localities need to regularly update reports on disbursement data in a timely and complete manner; monitor and urge contractors to construct works; clearly assign tasks, assign responsibilities, solutions and management to relevant departments and professional staff.
