This afternoon, September 27, the Economic - Budget Committee of the People's Council of Quang Tri province worked with the Department of Planning and Investment and related units to review the contents submitted to the 27th session of the 8th Provincial People's Council for the 2021 - 2026 term.

At the meeting, investors (units assigned by the Provincial People's Committee to draft contents for the Provincial People's Committee to submit to the Provincial People's Council) reported on the order, procedures, contents, ability to balance capital sources, implementation progress, ability to disburse according to the capital plan, requesting the Provincial People's Council to consider and approve the investment policy for the projects including: Clean water supply and Water resources management in three mountainous communes of Cam Chinh - Cam Nghia - Cam Tuyen, Cam Lo district, Quang Tri province; Improving the capacity to collect and treat solid waste to protect the environment and adapt to climate change in the northern region of Quang Tri province; Renovating the sidewalks of Hung Vuong and Dong Ha streets; Repairing damage to the Vinh Phuoc river flood prevention dike through Ha Xa village, Trieu Ai commune, Trieu Phong district, Quang Tri province; Emergency anti-erosion embankment project on the Thach Han river bank through the Nhu Le flower wharf, Hai Le commune, Quang Tri town.
The Department of Planning and Investment reports the results of the appraisal of the proposal for approval of investment policies and adjustment of investment policies for the above projects. At the same time, it reports the results of the implementation of the medium-term public investment plan approved by competent authorities for the period 2021 - 2025 and the expected medium-term public investment plan for the period 2026 - 2030.
Accordingly, the allocation of the medium-term plan up to August 2024, the local budget source is balanced according to the criteria of more than 1,619.3 billion VND, equal to 73% of the medium-term plan assigned by the Provincial People's Council; land auction reached 59% of the medium-term plan assigned by the Provincial People's Council...
The provincial-level local budget capital managed by the Provincial People's Council in the 2021-2025 medium-term plan is currently VND 5,497 billion. The 2025 plan is expected to be approved by the Provincial People's Council in Resolution No. 49/NQ-HDND dated July 11, 2024, specifically: The local budget source is more than VND 1,871.5 billion, equal to 24% of the medium-term plan assigned by the Provincial People's Council.
The medium-term public investment plan for the period 2026 - 2030 is proposed based on the basis and practice of the 2026 - 2030 plan and the need to propose medium-term public investment plans of departments, branches and localities. It meets the balance between sectors, fields and localities and complies with the principles, criteria and capital allocation norms decided by competent authorities. It focuses on allocating public investment capital to complete and accelerate the progress of key and important programs and projects that are of great significance to the socio-economic development of the locality.
Speaking at the meeting, Head of the Economic and Financial Committee of the Provincial People's Council Nguyen Dang Anh requested the Department of Planning and Investment and the investor units to continue researching, supplementing information, reviewing data, completing the content of documents, reports, and projects to submit to the Provincial People's Committee before the Provincial People's Committee submits to the Provincial People's Council for consideration and decision at the 27th session. Focus on reviewing the area of forest use conversion for related projects so that the project can be implemented effectively when the policy is approved.
