Changing the way of doing things to increase efficiency in land auctions

Instead of organizing auctions of many land plots at the same time, the Provincial People's Committee directed to adjust plans and strategies, focusing resources to organize auctions of large land plots, prime locations and interested investors.

This new approach is expected to create a breakthrough in land auctions, aiming to increase budget revenue to implement housing and other infrastructure projects.

Priority given to valuable land with high feasibility

Since the beginning of the year, the two provinces of Dong Nai (old) and Binh Phuoc (old) have both issued plans for auctioning land use rights in 2025. On that basis, departments, branches and localities, according to their functions and tasks, have carried out related procedures such as: site clearance, detailed planning, land price determination, and preparation and submission of plans. However, due to the simultaneous implementation of many land plots, changes in related regulations, and difficulty in finding a consulting unit to determine land prices, the number of land plots eligible for auction is not much, and some land plots have been announced for auction but have no investors participating.

After the province merger, the People's Committee of the new Dong Nai province directed the Provincial Land Fund Development Center to review the land use plans of each old province and propose adjustments to the land use plan for 2025 of the new Dong Nai province. At the same time, the provincial leaders requested a change in the implementation method. Instead of dispersing resources to implement many land plots at the same time, priority should be given to land plots with large areas, favorable locations, feasibility and high profit potential.

Draft adjustment and supplement to the land use rights auction plan for 2025 proposed by the Provincial Land Fund Development Center: in 2025, auction 42 land lots, plots of land, area of about 692 hectares; in 2026 and the following years, auction 17 land lots, plots of land, area of about 703 hectares.

Le Thanh Dien, Deputy Director of the Provincial Land Fund Development Center, said: The unit has submitted a report to the Provincial People's Committee on adjusting the 2025 land auction plan. Accordingly, the list of land lots for auction this year is divided into 2 groups: land lots for housing construction investment projects and land lots for other projects. In each group, the land lots are arranged in order of priority based on feasibility, ability to attract investors and progress of procedure preparation, along with the roadmap and expected time frame for the auction.

Land plots with legal problems or requiring planning adjustments to maximize their value will be included in the 2026 auction plan.

Among the listed lands, there are 2 lands in the vicinity of Long Thanh International Airport that are posting auction information: Residential area according to planning of more than 35 hectares in Binh An commune; Commercial, service and residential center project of more than 77 hectares also in Binh An commune.

Other land plots with prime locations, large areas, and high values are also being focused on: Land plot of more than 100 hectares in Xuan Loc commune, planned for commercial and service land to develop eco -tourism , resorts, and entertainment on Chua Chan mountain. Land plot of more than 50 hectares in Bien Hoa 1 Industrial Park has completed site clearance, and is completing procedures for auctioning commercial and service land. Land plot of more than 100 hectares in Phuoc An commune is also on the priority list for early auction.

Implement the "6 clear" principle to increase efficiency

Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Ho Van Ha said: In order for the land acquisition work to be effective, departments, branches, localities and the Provincial Land Fund Development Center need to further promote the sense of responsibility, coordinate closely and regularly urge progress. Continue to promote the spirit of working according to the motto "6 clear" (clear people, clear work, clear time, clear results, clear responsibility, clear authority) and apply the "green channel" to handle no more than 24 hours for coordination procedures related to land acquisition, especially land plots that the Provincial Party Committee and the Provincial People's Committee pay attention to and direct in order to increase the success rate, attract potential and experienced investors.

According to the provincial People's Committee leader, the real estate market has not yet fully recovered, so the auction work needs to focus on quality instead of quantity. Strategic, highly feasible land plots that are successfully auctioned will not only generate revenue immediately upon winning the auction, but also contribute to increasing the medium and long-term budget revenue through taxes and fees from investment and business activities. In particular, when finding suitable and visionary investors, these lands will soon develop into modern urban, industrial and service areas to create new momentum for the province.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Tan Duc has repeatedly affirmed that land acquisition is an important and urgent political task. Therefore, units must carefully review the legality, planning, and infrastructure of each land plot. Only land plots that meet the conditions will be auctioned. The auction must be public, transparent, and the right investors must be selected to avoid wasting land resources.

Dong Nai is investing in many infrastructure and housing projects to meet the requirements of socio-economic development. The goal set by the Provincial Party Committee in 2025 is to strive to collect 20 trillion VND from the land. Focusing on large-area, strategic locations, and high exploitation potential land plots will not only help the province achieve budget revenue, but also create a spillover effect on investment, urbanization, and economic development. Because when investors participate, these lands will quickly become modern urban, commercial, service, and tourism areas, contributing to changing the face and increasing the competitiveness of the province.

It can be seen that the strategy of the General Department of Taxation has a focus, key points, clear division into groups, and a priority order that is being completed for promulgation, showing the flexibility in the direction and operation of the province to increase feasibility, promote the effectiveness of resource use, avoid wasting resources, and at the same time create sustainable value for the future.
