According to the announcement of the Ministry of Foreign Affairs , at the invitation of Japanese Prime Minister Kishida Fumio, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh will lead a high-ranking Vietnamese delegation to attend the Summit to celebrate the 50th anniversary of ASEAN - Japan relations and conduct bilateral activities in Japan from December 15 to 18, 2023.

The dialogue partnership between ASEAN and Japan was established in 1973. Over the past 50 years, ASEAN and Japan have built a cooperative relationship spanning many fields and have become trusted partners of each other. The basis for building trust in this cooperative relationship is that both sides always attach importance to each other's strategic partnership.

Japan always supports ASEAN solidarity, values ASEAN's central role in the region, respects and contributes responsibly to ASEAN-led mechanisms such as ASEAN+3 (including Japan, South Korea and China), the East Asia Summit (EAS), the ASEAN Regional Forum (ARF), and the ASEAN Defense Ministers' Meeting Plus (ADMM+). Determining a long-term relationship, Japan promotes comprehensive cooperation with ASEAN on all four pillars: partnership for peace and stability, partnership for prosperity, partnership for quality of life and "heart-to-heart" partnership.

Notably, in the economic field, Japan has long been one of ASEAN’s “most reliable” economic partners. With its skillful engagement, Japan has helped Southeast Asian countries continue to participate in the Trans-Pacific Partnership (TPP) after the US withdrawal, promoted billions of dollars in investment in the region and provided significant technical assistance to expand regional infrastructure.

Japan's economic diplomacy aims at three specific goals: reviving the Japanese economy, overcoming the shortage of natural resources, and ensuring that Japan is not left out of the regional economic integration "game". This policy is comprehensively implemented in both foreign direct investment (FDI) and official development assistance (ODA). Currently, Japan's FDI investment in ASEAN is the fourth largest among the bloc's partner countries; in 2021, it reached 12 billion USD, an increase of 3.5% compared to 2020(1).

In 2022 alone, 12% of Japan's total FDI will flow to ASEAN countries. In terms of trade, Japan's total import and export value with ASEAN will increase by 11.6% in 2022(2).

In addition to economic relations, Japan also plays an important role in financial cooperation with the bloc. Through the ASEAN+3 framework established in 1999, Japan supported ASEAN during the difficult period of the Asian financial and monetary crisis...

Within the framework of his official visit to Japan, on November 27, at the Japanese Prime Minister's Office, President Vo Van Thuong held talks with Japanese Prime Minister Kishida Fumio.

At the talks, President Vo Van Thuong and Japanese Prime Minister Kishida Fumio agreed to upgrade the bilateral relationship to “Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World”.
