Receiving and handling administrative procedures for people: Changing from awareness to action

Overcoming initial worries, confusion and difficulties, over the past week, most of the newly merged communes and wards in the province have gradually entered a new cycle of operation, with the spirit of serving the people. Most of the people's records and administrative procedures (TTHC) have been received and resolved promptly by local officials and civil servants right from the time of receipt.

Working while overcoming difficulties

Nam Ba Don commune was established on the basis of merging the entire natural area and population of the communes of Quang Tan, Quang Trung, Quang Thuy, Quang Son and Quang Tien. The old Quang Trung commune headquarters was used as the office of the People's Council and People's Committee of the commune. After the merger and establishment of the new administrative unit, Nam Ba Don commune is one of the localities still facing many difficulties in terms of infrastructure.

However, since its inauguration, 100% of the people's administrative procedures have been resolved by the local government within the prescribed time limit. Chairman of the People's Committee of Nam Ba Don Commune, Nguyen Van Khanh, said that the old Quang Trung Commune headquarters was built more than 20 years ago, many construction items have deteriorated, so since its inauguration, the commune has had to work and carry out repairs at the same time.

From the end of June 2025, the local government will focus on prioritizing investment in facilities, renovating workspaces, arranging functional rooms, and equipping additional necessary equipment such as computers, printers, and high-speed internet at the center to ensure that people's transactions are not interrupted.

Having just received the results of the procedure to certify the CV for a job application, Mr. Hoang Hoa (Nam Ba Don commune) said: “Because I am not tech-savvy and not familiar with submitting documents online, I had to ask the staff for support, guidance on registering and declaring the necessary information. Unlike before, we had to wait quite a long time. After submitting to the system, I did not expect my documents to be quickly processed in the morning.”

Nguyen Thi Lan, a Justice-Civil Status Officer of the Public Administration Service Center (PVHCC) of Nam Ba Don Commune, shared: “In recent days, people have mainly come to carry out administrative procedures related to the field of justice-civil status. Due to the new procedures and mainly resolved through the electronic software system, the center’s staff were somewhat bewildered in the first days.

But now, we have skillfully handled most of the administrative procedures that people come to transact. Many people come to do the procedures, not familiar with submitting documents online, we have to help, guide, and receive and resolve, so the time is prolonged, but people are still sympathetic and satisfied."

Vice Chairman of the People's Committee and Director of the Public Service Center of Nam Ba Don Commune, Hoang Dinh Thi, said: "In addition to equipping facilities to meet and serve well the needs of resolving administrative procedures of the people, local government leaders always pay attention to the human factor, especially always closely monitoring and supervising the implementation of public duties of cadres and civil servants. We thoroughly educate each cadre and civil servant who directly contacts and works with the people, not only to master professional procedures, but also to be open-minded and responsible in serving the people."

Do all the work, not all the hours.

Merged from 4 central administrative units of the old Ba Don town, including Quang Hai commune and Quang Phong, Quang Long, Ba Don wards, Ba Don ward is one of the localities with very favorable conditions to start operating, because of the existing infrastructure system of the old town. While many communes and wards have to invest and upgrade working facilities and systems of means and equipment, the PVHCC Center of Ba Don ward has ensured good operation.

Judicial and Civil Status Officer (Ba Don Ward Public Service Center) Nguyen Thi Thuy Linh shared: “The modern, synchronous means, equipment, and facilities have contributed to creating favorable conditions for us in the process of receiving and resolving administrative procedures for local people.

However, due to the large number of people from the four communes and wards previously gathering in the center to complete procedures, the work pressure was quite high. There were days when a lot of people came to complete procedures, we had to try to handle them and save time for the people, so we didn't realize it was past working hours."

Deputy Director of the PVHCC Center of Ba Don Ward, Ngo Truong Giang, said that with the spirit of doing all the work and not working all the hours, since its inception, the settlement of all administrative procedures has basically been smooth, meeting the needs of the people and achieving very positive results. However, the configuration of administrative procedures in the fields of agriculture - environment, culture - society on the one-stop software system for handling administrative procedures at the address: Motcua.quangtri.gov.vn has not been updated to the system, causing difficulties for the receiving staff.

In addition, civil servants in charge of receiving administrative procedures in the field of justice and civil status at the center have not been granted accounts to look up civil status software, causing difficulties in supporting people to look up information to carry out administrative procedures to issue copies of civil status extracts. Therefore, it is recommended that relevant competent authorities should promptly complete the process so that the centers can perform their tasks, ensuring compliance with legal regulations.
