This content was stated by Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City in a meeting a few days ago, after merging the Departments of Education and Training of 3 provinces/cities: Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau .

Mr. Hieu requested the Student Affairs Department to research and advise on a proposal to not allow students to use mobile phones during recess as well as during educational activities at school (except in cases where subject teachers allow it to perform tasks serving learning); At the same time, advise on a plan to organize activities during recess to create conditions for students to connect and practice physical education and sports activities in the 2025-2026 school year.

Banning cell phones in schools has been implemented by many schools in Ho Chi Minh City. Previously, many public and private schools in Ho Chi Minh City (old) banned students from using cell phones on school grounds, including during recess, such as Thanh Loc High School and Truong Chinh High School.

Nguyen Thuong Hien High School, Le Thanh Tong Primary, Secondary and High School, and Nguyen Khuyen High School have banned students from using cell phones on campus (and dormitories), including during mealtimes, recess, and sleeping hours, for many years.

Last year, the Hanoi Department of Education and Training banned students from using phones in class. The department asked principals and educational institutions to implement regulations on the use of mobile phones issued by the Ministry of Education and Training on September 15, 2020.

Specifically, depending on actual conditions, the school board and teachers manage students' phones and receiving and broadcasting devices before the first class (manage by class) and return phones and receiving and broadcasting devices to students after school and class.

During classes where mobile phones or transmitting or receiving devices are required, students must have the teacher's permission to bring these devices into class.

Schools should not allow students to use cell phones in class for purposes other than learning and without teacher permission.
