According to the Ho Chi Minh City People's Committee, the arrangement of administrative units at the provincial and communal levels will create a need for public housing for cadres, civil servants and public employees when they are mobilized or rotated for work.
Through review, the People's Committee of Ho Chi Minh City found that Article 45 of the 2023 Housing Law only stipulates 6 groups of subjects eligible to rent official housing.
However, in reality, there will be cases where cadres, civil servants and public employees under the management authority of Ho Chi Minh City (after the merger) are mobilized, transferred, or seconded to work in places far from their current residence and do not have a house in the area where they are mobilized to work but do not belong to the 6 groups above to be arranged for official housing.
Specifically, the subjects are cadres, civil servants and public employees with a position allowance coefficient below 0.7 or no position allowance.
Therefore, the People's Committee of Ho Chi Minh City recommends that the Ministry of Construction review, synthesize and submit to the Prime Minister for consideration to expand the subjects who are allocated official housing for cadres, civil servants and public employees with a position allowance coefficient of less than 0.7 or without a position allowance who are transferred or rotated from Ho Chi Minh City to Binh Duong or Ba Ria - Vung Tau and vice versa; stipulate additional standards for area and norms for interior equipment as a basis for arranging official housing for the above subjects.
