Accordingly, the Ministry of Education and Training (MOET) gives special attention to educational institutions in assessing secondary and high school students in literature.

The Ministry requires avoiding the use of texts and excerpts from textbooks as materials to assess reading comprehension and writing skills in periodic tests in this subject.

This requirement is made to overcome the situation where students only memorize lessons or copy available materials.

In addition, the Departments of Education and Training and schools need to strengthen the construction of question banks and test matrices to prepare students in grades 9 and 12 to get acquainted with the new exam orientation according to the 2018 General Education Program, including two important exams: the 10th grade entrance exam in 2025 and the high school graduation exam in 2025.

The document also clearly states that schools need to comply with assessment regulations and not set criteria that exceed the program's requirements.

Also in this document, in the content of innovation in education management, the Ministry of Education and Training requires schools to strictly implement regulations on management and use of reference publications according to Circular 21 issued in 2014.

The Ministry especially noted that schools should direct professional teams and teachers to strictly control content and not allow reference publications with content that violates Vietnamese sovereignty over seas and islands, cultural traditions, and customs to be used in teaching.

The official dispatch of the Ministry of Education and Training also guides the Departments of Education and Training on specific tasks regarding the implementation of secondary education programs, including: developing and implementing the school's education plan; effectively implementing teaching methods and forms; effectively implementing testing and evaluation methods and forms and improving the quality of career education and orientation.

The Ministry also instructed the Departments of Education and Training to continue to innovate educational management. In particular, the local education sector needs to proactively review and advise the People's Committee to submit to the Provincial People's Council to issue resolutions regulating local policies to ensure conditions for implementing the 2018 General Education Program.

Regarding emulation and rewards, the Ministry of Education and Training requests that the Departments of Education and Training direct secondary education institutions to effectively implement rewards and discipline for students' progress.

Rewards must be implemented in accordance with regulations, be fair, public, transparent, timely, and inspire and motivate students.

In addition, positive disciplinary education measures need to be strengthened to train students' sense of discipline and responsibility towards themselves, teachers, friends, family and community.
