Responding to Storm No. 3: Operating the national power system according to the '4 on-site' motto

Implementing Official Dispatch No. 5305/CD-BCT dated July 17, 2025 of the Ministry of Industry and Trade on proactively responding to storm No. 3 (WIPHA) in 2025, the National Electricity System and Market Operation Company (NSMO) has sent a document to the Northern Electricity System Dispatch Center requesting departments and units to seriously deploy response tasks.

According to the assessment, this is a strong storm, moving similarly to storm No. 3 ( Yagi ) in 2024. The NSMO General Director requested units to strengthen disaster prevention on-duty; closely monitor the development of dangerous weather patterns from the National Center for Hydro-Meteorological Forecasting to promptly deploy appropriate response measures.

At the same time, NSMO requires establishing a method of operating the national power system, mobilizing power sources reasonably to ensure the system operates safely and continuously, meeting enough electricity demand for production and daily life. Units need to coordinate closely with the unit managing and operating the hydropower reservoir to update the hydrological situation, flood situation and requirements of competent authorities to ensure the efficiency of power generation.

The planning of hydropower reservoir regulation must comply with the inter-reservoir and single-reservoir operation procedures and the direction of the National Civil Defense Steering Committee and the Disaster Prevention and Control Command Committee in provinces and cities. At the same time, it is necessary to coordinate with relevant units to optimize the operation of the plant and the grid, limiting the risk of grid and generator failures.

NSMO also requires ensuring stable and reliable operation of communication systems, SCADA/EMS (Supervisory Control and Data Acquisition System/Energy Management System) to serve operations and disaster prevention. Logistics and administrative work must be fully prepared to support response activities.

Units must periodically report to the Company's Disaster Prevention and Control and Search and Rescue Command at 7:00 and 15:00 every day, and report immediately when an emergency occurs. The NSMO General Director emphasized the need to prepare forces, vehicles, equipment, and supplies according to the "4 on-site" motto to promptly respond to any natural disaster that may occur.
