Higher education institutions play a leading role, accounting for 70-90% of Vietnam's total international publications in prestigious international journals.

The Department of Science, Technology and Environment, Ministry of Education and Training , announced the results of science and technology activities at higher education institutions at the end of August.

Accordingly, in 2018, Vietnam had nearly 9,000 international publications, a year later increasing to more than 12,600. From 2020 to now, the number of publications each year has reached over 18,000. In which, the university education system always plays a leading role in all fields.

Specifically, about 70% of international publications in the WoS (Web of Science, also known as ISI - world scientific journal citation database), 90% in the Scopus list and more than 50% of publications in prestigious national journals come from universities.

In 2022 alone, 9/10 organizations with many publications in prestigious international journals were universities. Of these, Ho Chi Minh City National University had more than 2,240 publications, Hanoi University of Science and Technology had 1,482.

"The number of international publications is compiled from the Scopus database (a database containing abstracts and citations of scientific articles) of Elsevier Publishing House," the report said, adding that the 10 fields that account for the majority of Vietnam's research are Engineering, Computer Science, Mathematics, Physics and Astronomy, Environmental Science, Medicine, Materials Science, Chemistry, Agricultural Science and Biology.

The Ministry of Education and Training assessed that scientific research activities of universities are gradually linked with training, contributing to increasing the proportion of lecturers with master's and doctoral degrees; many topics contribute to technology sectors, socio-economic development, contributing to maintaining and helping schools have good positions in international rankings.

However, the Ministry believes that scientific research activities are still relatively small and have not made any outstanding contributions. The use of research results in training activities of universities is still limited, businesses rarely place orders and do not regularly coordinate in research.

In the coming year, the Ministry recommends that schools review and have preferential policies to form and develop research groups. At the same time, units also need to issue a set of rules on academic integrity, ensuring honesty, responsibility, transparency, in accordance with reality and international practices.

International publications are considered an important measure to evaluate the capacity of researchers and decide university rankings. There are two prestigious scientific databases in the world: ISI and Scopus.

With more than 18,000 international publications each year, Vietnam has been in the top 50 countries in this activity for the past three years.
